The Vendor is required to provide to create a dynamic new website that embraces this mission.
- Provide a platform where users can effortlessly navigate business processes, access vital election information, and discover all the office offers.
- The website must be modern, visually appealing, and user-friendly, with intuitive navigation and well-organized content.
- Guidance and recommendations on AI Chatbot tools to better connect visitors with helpful resources.
- The Chatbot tool should integrate well into the content management system but can operate independently.
- General Provisions:
•    All system environments (Development, Test/UAT, and Production) must meet all items in this section
•    All personnel working on the project must undergo criminal background checks
•    All personnel working on the project must undergo regular cybersecurity awareness training
- Authentication:
•    All system environments (Development, Test/UAT, and Production) must meet all items in this section
•    System must require the use of Multifactor Authentication, compliant with institute 800-63
•    System must operate under the principle of least privilege
•    System must have role-based accessed controls
•    System must authenticate/integrate with the secretary of state Azure AD (Entra ID)
- Development/Code Security:
•    All system environments (Development, Test/UAT, and Production) must meet all items in this section
•    System must operate in a “Secure by Design” principle
•    Development and system practices must focus on preventing common web vulnerabilities (office Top 10)
•    Software bill of materials must be provided in a machine-readable environment
•    System must be free of all vulnerabilities in both the operating system, CMS and any web elements utilized on the website.
- Firewall/DDoS Configuration:
•    All system environments (Development, Test/UAT, and Production) must meet all items in this section
•    System must be placed behind a stateful next generation firewall
•    Firewall rules will be established on the principle of least privilege
•    The system must utilize the secretary of state cloud flare WAF Environment
•    All system environments (Development, Test/UAT, and Production) must be placed behind this firewall and DDoS Solution
•    System must have in place an Intrusion Detection System.
- The website will primarily focus on Election Services and Business Services.
- As presently envisioned, the new website will have approximately 286 pages. (The present website contains approximately 2,500 pages.)
- The vast majority of the pages were election results that will now be displayed with an interactive tool being built by a different vendor. 
- This dramatically reduced the scope of the website build.
- The remaining pages are section overview pages, landing pages with specific content, and hosted PDF files or navigation pages linking to external resources.
