RFP Description

The vendor required to provide websites services to create user-friendly, culturally grounded, secure, and accessible online platforms that advance office mission of improving the wellbeing.
- The redesigned websites shall:
•    Improve usability and accessibility for beneficiaries, the public, and stakeholders.
•    Reflect office cultural values and identity.
•    Provide clear, organized access to resources, programs, news, and reports.
•    Strengthen community engagement and storytelling.
•    Enhance office ability to manage content efficiently.
- Requirement:
1. Discovery and planning
•    Conduct stakeholder and audience interviews.
•    Audit existing sites for content, usability, and technical performance.
•    Define success metrics and project roadmap.
2. Information architecture and UX design
•    Redesign site structure and navigation.
•    Develop user journey maps for key audiences (beneficiaries, community, policymakers, media).
•    Ensure logical categorization and structure for documents and archives.
3. Visual design
•    Develop culturally grounded design system aligned with office brand.
•    Create templates for different content types (articles, programs, reports, events).
•    Incorporate photography, videos, and motifs.
4. Content strategy and migration
•    Audit and update existing content for accuracy, clarity, and relevance.
•    Create content governance framework (editorial standards, workflows).
•    Migrate content into the new content management system.
5. Technical development
•    Recommend and configure a CMS (WordPress, Drupal, or equivalent).
•    Ensure ADA and WCAG 2.2 accessibility compliance.
•    Ensure all electronic information technology developed or provided under this contract shall comply with the applicable requirements of the electronic information technology disability access standards.
•    Implement advanced search functionality.
•    Integrate third-party tools (CRM, newsletter distribution, donation processing).
•    Ensure site security, scalability, and backup protocols.
6. Special features
•    Online repository for office reports and publications.
•    Interactive calendar of events with registration options.
•    Multimedia integration (oral histories, video, image galleries).
•    Beneficiary services portal (optional phase ii expansion).
7. Testing and quality assurance
•    Conduct usability testing with diverse audiences (including kupuna).
•    Perform browser and device compatibility checks.
•    Run security and performance testing.
8. Training and documentation
•    Provide training sessions for office staff on content management and workflows.
•    Deliver written documentation, style guides, and technical manuals.
9. Launch and post-launch support
•    Execute phased rollout (soft launch, feedback, final launch).
•    Provide bug fixes and technical support for 3–6 months post-launch.
•    Deliver ongoing maintenance recommendations.
