The vendor required to provide website re-design services for include:
1. Content management system (CMS)
• Utilize a commercial off the shelf (cots) CMS product with regularly updated security, themes and modules and plug-ins;
• Contain a user-friendly what you see is what you get (WYSIWYG) and html editor;
• Provide sitemaps in html or xml for user experience (UX) and search engine optimization (SEO).
• Allow content to be grouped and classified through the use of keywords and tags and multilevel categories; an example is content specific to residential or commercial customers.
• Simplify taxonomy and provide a SEO friendly URL structure and hierarchy;
• Social media integration: agency social media streams shall have the ability to stream within the site, including the homepage and other primary pages.
• Ability to reorder files, pages, and links on the back end to display in proper chronology on the front end, such as news and pages first, images and files second.
• Ensure implementation to reflect the last date and time the page was modified, displayed at the bottom of each page.
• The CMS shall allow the scheduled setting of publishing and expiration date and time of content.
• The migration workflow to another CMS platform other than Drupal must be seamless
• Key artificial intelligence (AI) capabilities: personalization, chatbots and virtual assistants, content generation, development automation, predictive analytics, SEO and performance, accessibility enhancements, and intelligent search.
2. Search
• Search functionality implemented for the website shall allow for a search by content type, year, and file type.
• Search functionality shall render the search results in a consistent format for each search result item and allow for sorting of the search results
3. Network and technical requirements
• The CMS shall work on all platforms, including windows and Linux.
• The CMS shall work with oracle, structured query language (SQL) server, active directory, and microsoft exchange.
• Provide a non-premise cloud hosting solution, which can be moved from one cloud solution provider to another, if needed.
4. Template
• Track usage (google analytics or equivalent);
• Provide a gallery component for video, pictures, and graphics
• Ability to make graphic hyperlinks
• Device portability, desktop, laptop, tablet, and smartphone (device-aware and responsive design);
• Platform portability (windows, android, iOS) and browser portability (edge, chrome, Firefox, safari);
• A flexible site-wide alert screen with multiple colors and format options that remains in place regardless of the number of unique visits.
• These screens shall have a distinct look and feel.
• Enable the conversion of the text to other languages via translation.
• Contractor must provide specific templates to render content types, including web pages, news, public notices, and events.
• Templates shall allow for the managing and rendering of block quotes, statistics, impact statements, featured text and images, links, images, videos and text as content with each template.
• Contractor shall provide a separate template for the header and footer, which applies uniformly for a common look and feel for agency 3rd party applications.
• Contractor shall provide a cascading style sheet (CSS) which will render all controls uniformly.
• Maintain components of the existing website, i.e., the image and photo gallery, quick links, two-and three-column page format, regular callout(s), and text.
5. Security
• The data must be encrypted in transit with TLS 1.2+ and at rest with aes-256.
• Audit, access, and error logs must be made available on demand.
• A single-sign-on solution is required using SAML or oauth2 with microsoft Entra-id.
• If such a solution is not available, then multi-factor authentication must be available.
• UX will address: bill-pay, registration, sign-in, sign-out, and login status throughout the session.
• The CMS must have seamless failover capabilities from the production to the disaster recovery site and vice versa.
• Data must remain synchronized at all times between the two sites.
• The CMS must include granular role-based access controls.
• The provider must be able to produce soc2 type ii, iso 27001 compliance reports upon demand.
• The website must have protection.
• The CMS must provide a means to allow only the agency IP address to be able to edit content.
6. Third-party application integration
• Review current customer payment options, make them user-friendly, and ensure they follow current best practices;
• The ability to do transactional customer satisfaction surveys.
• Seamlessly integrate with current and future tools (i.e., CRM, c2m, livestream, etc.)
7. Online registration, e-commerce and database management
• An online registration capability for users to register for agency events, programs, and workshops.
• This would include a powerful database that could be used for customer relationship management (CRM) functions.
• Throughout the project, the selected candidate will be expected to attend at least one onsite meeting per month, and as needed at agency, to communicate project status and findings. For each phase, it will be required that detailed notes of meetings be recorded and presented as part of the project
• Documentation.
• We anticipate project phases to include, but not be limited to: planning, design development, implementation, testing, training, project closeout, and maintenance.
• If a candidate's methodology should vary, it shall be addressed in the technical proposal.
• A successful candidate shall provide examples of clear, data and research-driven methodology for web development and UX design.
8. Software support and maintenance
• Provide a detailed description of the software support and maintenance services that will be included as part of this contract.
• Provide all software and security patching updates as part of the service to this contract.
• Support to maintain the site and software will be for a period of one (1) year beginning with the go-live of the site.
9. Training
• Provide on-site training, prior to the website going live, for the necessary agency administrators and stakeholders.
• Provide technical guidance for the following (but not limited to) items, prior to the website going live: knowledge transfer, documentation, upgrades, content migration, etc.
10. Testing of final website
• Contractor to review prototypes of all page types in the staging environment to validate the integrity of the design.
• Ensure the integrity of design via robust quality assurance (QA).
• Ensure that the content migration is based on the audit.
• Contractor must incorporate wcag 2.1 standards to meet agency accessibility needs.
