• The design and functionality must remove existing accessibility barriers, ensuring equal access for all users, including those with visual, auditory, motor, or cognitive disabilities.
• This includes support for screen readers, keyboard navigation, text scaling, and high-contrast viewing.
• The non-archived website content should be made WCAG 2.1 compliant by April 26, 2026.

• The platform must address known vulnerabilities associated with outdated ColdFusion code by transitioning to a modern, secure CMS architecture.
