- To plan for and manage a secure retirement, agency members need accurate, personalized information.
- Agency needs to take full advantage of the Internet to provide coordinated, comprehensive education, services and tools that will help members understand their agency benefits, the need for additional retirement savings, and how to best manage their finances after retirement.
- Provide agency members, stakeholders, investors, media and the general public with a robust, enhanced, user-friendly website complete with a lineup of tools, resources and detailed information that will help them understand the agency hybrid retirement system.
- The website shall be compatible with all major mobile devices, including iPhones, iPads, and Android-based smartphones and tablets.
- A site search function that allows public users to search for specific content across the entire site structure. The search function must include a mechanism for the webmaster to weight or prioritize search results (e.g., by most recent or most viewed).
- The ability to deliver different content to different visitors based on self-reported characteristics (e.g., member, employer, and stakeholder).
- Support for video-on-demand by embedding externally hosted videos (e.g., YouTube).
- The ability to host links to live video streams.
- Web 2.0 community features.
- Interactive tools, including but not limited to webforms, commenting tools, and AI features such as chatbots integrated with business intelligence.
- A real-time accessibility analysis and monitoring dashboard.
- Progressive loading techniques (e.g., using Bootstrap Jumbotron with JavaScript chart libraries).
- A live agency social media display area on the landing page or another prominent location.
- A user-customizable area, including font size adjustment.
- WordPress or comparable blogging templates and tools.
- A user-customizable web overlay tool.
- Maintain or improve the information architecture for the presentation and organization of site content and functionality.
- Maintain or improve the availability of existing web page templates and user interface components, and support programming of dynamic web content.
- Provide the following website capabilities:
• The ability to submit the website to search engines.
• Customizable error pages.
• The ability to send confirmation text messages to members (e.g., after registering for workshops).
- The CMS must:
• Authentication of agency users (authors, editors, reviewers) and assignment of permissions.
• Browser-based content authoring with a WYSIWYG HTML editor.
• Content creation functions such as staging areas, sandboxing, templating, workflow, and change management.
• A content repository with basic library services (e.g., check-in/checkout, versioning).
• Managed delivery of content to web servers, including scheduled publishing.
• A website analytics reporting tool.
• Newsletter management.
• Webforms.
• URL aliasing.

• Specify a variety of commercial or open-source web application software architecture components that will be used to implement and operate the website.
• The server and disk storage hardware infrastructure must support the latest available production release of each component and meet or exceed the software manufacturer’s minimum recommended system
• Maintaining 99.99% uptime for the website, CMS, and web hosting environment. The hosting environment must remain functionally operational during maintenance or patch management activities.
• Utilizing a system architecture that includes server redundancy to maintain 24x7x365 site operation with automatic failover to a redundant system.
• Providing escalation procedures and live-person contact points available 24x7 to report and inquire about unplanned website outages.
• The production environment shall support a minimum of 20 Mbps bandwidth to accommodate a normal traffic load of 10 page views per second. It must also provide dynamic scalability to accommodate peak traffic demand based on usage.
• The testing environment shall support at least 7 concurrent agency users to test new software components or changes prior to deployment in the production environment.
- Internet connectivity must support graphic-intensive pages, file transfers, and streaming audio/video clips.
- The production web server must deliver a page in one (1) second or less.
- Significant events may include, but are not limited to:
• Performance degradation
• Website or database availability changes
• Software or hardware configuration changes
• Capacity utilization threshold breaches
• Security breaches.
- Provide 24x7x365 live response to address and resolve high-priority or escalated issues.
- Enable use of CMS-integrated change management functions.
- Use a baseline analyzer for Windows servers to demonstrate patch compliance.
- Use a change management tool to track and document changes.
- Maintain and resolve design, programming, or deployment issues in a timely manner, with priorities and timelines jointly defined with agency.
- Develop or procure new web applications as needed to support the site.
- Provide ongoing support for the CMS, website database, web services, notifications, data feeds, and administrative tools.
- Establish and maintain security controls to protect the confidentiality, integrity, and availability of agency web environment data, equipment, and services.
