RFP Description

The vendor required to provide strategic communications, creative services, and web support services to address opportunities to create efficient and automated processes as well as creating implementation plans that support institutional alignment on strategic communication efforts.
- Support for strategic communications, industry outreach, business development, and commercialization strategy to expand its partnership ecosystem.
- Strategic frameworks, communications infrastructure and business development
•    Stakeholder, organizational, and institutional assessment summaries 
•    Mission, vision, and strategic priority frameworks aligned with university
•    Communications organizational architecture and governance models 
•    Role definitions and decision-making frameworks 
•    Standardized and repeatable communications workflows, including automation recommendations 
•    Strategic implementation roadmaps and task-order execution guidance 
•    Executive communications templates and content guidelines
•    Marketing strategy recommendations and industry analysis report.

•    Departmental communication standards, protocols, and message architecture frameworks 
•    Executive messaging frameworks aligned with university priorities and mission objectives

•    Executive communication deliverables (speeches, talking points, briefing materials, presentation narratives, executive summaries) 
•    Executive communications assessments (baseline and follow-up evaluations)
•    Nonverbal communication analysis (posture, gesture control, spatial awareness) and vocal authority guidance (tone, pacing, clarity, emphasis, modulation) 
•    Mission- and strategy-aligned messaging guidance for internal, external, and public-facing communications 
•    One-on-one or small-group executive coaching sessions 
•    Scenario-based communication guidance for media engagement, crisis response, legislative testimony, and stakeholder coordination 
•    Video-based assessment and feedback deliverables 
•    Documentation and reference materials for consistent application 
•    Summary reports outlining findings, recommendations, and improvement strategies.

•    Campaign support materials for external engagement 
•    Executive-level briefing materials, stakeholder profiles, and engagement summaries.
- Marketing and communications strategy support
•    Integrated marketing and communications strategy frameworks 
•    Messaging architectures and narrative frameworks tailored to target audiences 
•    Campaign plans, timelines, and audience segmentation strategies 
•    Content deliverables for newsletters, reports, press materials, digital platforms, and external communications 
•    Brand positioning and narrative development guidance
•    Recommendations supporting visibility, thought leadership, and reputation-building initiatives.

•    Design assets including presentations, reports, infographics, event materials, and branded collateral 
•    Support development of visual identity elements consistent with university brand standards 
•    Prepare print-ready and digital-ready files for institutional use 
•    Branded templates (PowerPoint, report layouts, fact sheets, etc.) 
•    Infographics and visualizations for research, partnership, and strategic messaging 
•    Event materials (programs, signage, one-pagers, etc.) 
•    Digital graphics for web, newsletters, and social platforms 
•    Final files delivered in editable and production-ready formats
- Web design, development and management
1. Web design services
•    Conduct project discovery and requirements validation upon task order award 
•    Perform UX strategy activities (user flows, information architecture, sitemap development) 
•    Complete industry, peer, and competitor website analysis to inform design and conversion strategy 
•    Produce wireframes and design concepts for key page templates and user journeys 
•    Develop final visual designs aligned with university brand standards, WCAG 2.1 aa accessibility requirements, and responsive design best practices 
•    Deliver conversion-focused layouts and reusable design components suitable for Drupal implementation 
•    Facilitate design reviews and revisions in coordination with university stakeholders 
•    Provide final design assets and documentation for development handoff by task-order design milestone.
2. Drupal web development services
•    Develop a technical implementation plan and schedule aligned with task order requirements 
•    Configure, customize, and deploy Drupal core, contributed modules, and themes in accordance with university standards 
•    Build custom Drupal components and templates based on approved designs 
•    Configure content types, taxonomies, workflows, and user roles 
•    Integrate Drupal websites with required third-party systems and tools 
•    Execute content migration activities, including data mapping, validation, and quality assurance 
•    Implement accessibility, performance, and security best practices throughout development 
•    Support user acceptance testing (UAT) and remediate identified issues 
•    Deploy websites to production and provide launch and post-launch stabilization support
•    Deliver technical documentation and administrative guidance upon task-order completion.
3. Web management and support services
•    Provide ongoing Drupal maintenance, including core, module, and theme updates and security patching 
•    Perform routine operational support, issue resolution, and performance optimization 
•    Execute content updates and enhancements as requested under individual task orders 
•    Monitor and maintain accessibility compliance and provide remediation support as needed 
•    Configure and report on web analytics, including performance and conversion insights 
•    Support search engine optimization (SEO) and marketing-focused site optimization 
•    Conduct backups, uptime monitoring, and recovery support 
•    Provide technical support in accordance with defined service-level agreements (SLAS) 
•    Offer advisory services for enhancements, upgrades, and long-term Drupal planning 
•    Provide periodic site health, security, and performance reviews with recommendations.
