Website Redesign and Redevelopment Services

The Vendor is required to provide municipal website redevelopment, user-centered design, accessibility, and content management systems to provide professional services for the redesign and redevelopment of the City’s public-facing website.
- City a modern, accessible, secure, and user-friendly website that improves public access to information and services, supports transparency, and aligns with the city’s digital strategy and brand standards.
- This project will modernize the website’s design, information architecture, and technical foundation to enhance usability, accessibility, performance, and content management, while ensuring alignment with City branding, security standards, and digital governance practices.
- Services include:
•    Provide all required insurance certificates and endorsements meeting the City’s minimum insurance requirements prior to the contract’s execution and throughout the contract term.
•    Comply with all applicable federal, state, and local laws, regulations, and City policies.
•    Designate a single point of contact and project manager responsible for all communications and coordination with the City.
•    Develop and maintain a detailed project plan, including milestones, deliverables, timelines, and dependencies.
•    Participate in regular project status meetings and provide written status reports as requested.
•    Promptly identify project risks, issues, and mitigation strategies.
•    Conduct discovery and stakeholder engagement activities to understand City goals, user needs, and content requirements.
•    Design and develop a modern, responsive, and user-centered website aligned with the City’s branding and design standards.
•    Ensure the website complies with Web Content Accessibility Guidelines (WCAG), version 2.1, Level AA accessibility standards (or higher, if required by law).
•    Implement a secure, scalable, and maintainable content management system (CMS).
•    Follow industry best practices for usability, performance optimization, and search engine optimization (SEO).
•    Assist the City with content strategy, information architecture, and content governance recommendations.
•    Support content migration from the existing website, including guidance, templates, and validation, as agreed upon in the project scope.
•    Ensure content accuracy and functionality prior to launch.
•    Configure and support integrations with existing City systems, custom in-house applications, third-party applications, software solutions, and services as defined in the scope of work.
•    Ensure compatibility with the City’s hosting, security, and IT architecture standards. 
•    Implement appropriate security controls, including data protection, access management, and vulnerability mitigation.
•    Conduct comprehensive testing, including functional, accessibility, performance, and security testing.
•    Address defects identified during testing prior to launch.
•    Provide training for City staff on CMS use, content publishing, and ongoing site management.
•    Support website launch activities, including deployment coordination and post launch validation.
•    Deliver complete project documentation, including design artifacts, technical documentation, and user guides.
•    Provide knowledge transfer to City staff to support long-term maintenance and sustainability.
•    Provide post-launch support for a defined warranty period to address defects and stabilization issues.
- The project is expected to include, at a minimum:
•    Stakeholder engagement and discovery to understand user needs, business goals, and content requirements
•    Development of a responsive, mobile-first design with intuitive navigation and improved search functionality
•    Implementation of a secure, scalable content management system that supports content governance and publishing workflows
•    Compliance with applicable accessibility standards (WCAG 2.1 AA or higher)
•    Support for content migration and validation from the existing website
•    Integration with City systems and digital services, as applicable
•    Training, documentation, and knowledge transfer for City staff
•    Support for website launch, including technical support, issue resolution, and post-launch stabilization.
