RFP Description

The Vendor is required to provide website redesign services.
- Website is to provide a user-friendly and intuitive platform that is easy to navigate, removes barriers to public access, enhances customer service, expands outreach opportunities, and promotes transparency.
- Full compliance with accessibility and language requirements, including but not limited to Web Content Accessibility Guidelines (WCAG) Version 2.1, Level AA, translation through Google Translate, and user-enabled accessibility adjustments.
- Enhanced user experience
•    Simplified menus for quick access to key information
•    Easy navigation with clear pathways for all user types
•    Mobile-responsive design optimized for all devices
•    Intuitive layout that supports logical content flow
•    Engaging interface with visually appealing elements
•    Accurate, clear search functionality that recognizes queries and returns relevant Results
- The website must support interactive forms that allow visitors to submit information directly to the Commission. This functionality should include:
•    Submission tracking to monitor and manage incoming data
•    Email-based data delivery, ensuring submitted information is sent securely to designated Commission email addresses
- The solution should provide tools for Analytics and Reporting to:
•    Track user behavior and engagement
•    Generate reports for performance monitoring
•    Support data-driven decision-making
•    If analytics tools are not integrated into the solution, the website must support industry-standard analytics platforms (e.g., Google Analytics, Adobe Analytics) for seamless implementation.
- The redesigned website must incorporate best practices for Comprehensive Search Engine Optimization (SEO) Strategy to maximize visibility and search performance. This includes:
•    Technical optimization for site speed, indexing, and crawlability
•    Keyword strategy aligned with the Commission’s goals and audience
•    Performance monitoring to track and improve search rankings over time.
- The website must implement industry-standard security measures and be deployed in a secure, third-party hosted environment. Requirements include:
•    SSL encryption for all data transmissions
•    Secure form submissions and data storage
•    Compliance with applicable privacy regulations
•    Third-party hosting solution that ensures reliability, scalability, and security
- The new design will use the current Commission’s logo and color palette
- Simplified administrative and management experience
•    Content management
•    Ease of use / full content access.
