The Vendor is required to provide to conceptualize, develop, and provide implementation materials, including logos, branding style guides, and website content and design for three new state entities.
- Services to be performed
• The primary objective of this project is to assess current brand and communications assets; design and develop branding options and websites for each entity.
• Developing a work plan that includes all deliverables, proposed timelines for each component, budget and purchase plans, and completion dates for each component.
• Planning and facilitating internal meetings and development of materials for testing.
• Planning and facilitating meetings with agency staff to provide input and feedback on agency’s vision and receive feedback on logo, messaging, key website resources and brand identity.
• Designing a new suite of logo options and cohesive brand identity for each entity in a format that can be easily accessed and updated as needed by agency staff, including materials for use on social media.
• Testing new logo options for user feedback with agency staff and key partners
• Coordinating as needed to ensure full transition to new brand identity developing key, branded assets such as letterhead, virtual backgrounds, PowerPoint slide decks, and fact sheets
• Designing and developing an updated accessible, user-centered external facing website based on the department of technology web templates that highlights each of the three entities brand identity and increase accessibility.
• Deliver weekly status report to client.
- Provide services to include, but not limited to, the following:
• Create overall project management plan with key deliverables, timelines, reporting and related tasks:
o Project communication, coordination, scheduling, meeting notes, meeting facilitation, developing a list of requirements, as needed, developing task lists, developing project plans and related materials.
o Reporting at a minimum, project status, related risks, issues, and other documents are to be provided on a weekly basis.
o Engage and consult with agency stakeholders through various stages of the process.
• Conduct all aspects of design and development of 3-4 design proposals for new logos and branding packages for each entity, to include, but are not limited to:
o Logos in various formats (eps, jpeg, PNG, SVG) and variations (primary, stacked, favicon etc.).
o Color schemes;
o Font and typefaces;
o Font size requirements;
o Logo use and related restrictions;
o Logo placement guidelines and related restrictions;
o Style guide for overall branding approach;
o Update materials, develop templates such as PowerPoint slide template, letterhead and business card templates to reflect brand, logo and design assets.
• Develop 3-4 proposals for consideration for each website front page and up to 8 topic area pages.
• The design shall include the following considerations when designing:
o Target a service based, user-centered design;
o Review analytics, demographics, and audience to target appropriate technology capabilities, navigation, information architecture, process flows, content areas, feature sets, and readability following office design handbook;
o Focus on agency’s identity while highlighting critical services within agency entities;
o The website redesign should include the following, at a minimum;
1. Prominent search function;
2. New, image-based homepage highlighting services;
3. Designed content areas including templates for multiple page design types;
4. Redirects, as needed, to send users to appropriate new content areas; and,
5. Web content accessibility guidelines (WCAG) 2.2 aa standards and any subsequent version meeting state legislative code 11546.7, statewide information management manual (SIMM) section 25, and state administrative manual (SAM) 4833.
6. Follow the current web standards state template (v6)
• During the design, the following should be captured:
1. Site maps of all major content areas of newly designed website; and
2. Content inventory on what currently exists on website.
• Once website design is complete, provide guidelines, training, communications, and change management support as needed to transition staff to new approach to branding and content development:
o User guides and job aids for content creators to follow new branding and content standards; and,
o Online training for staff on new techniques, branding approach, materials, etcetera.
o Create awareness campaigns that include new slogans, messaging, copy development, ad templates and collateral pieces to increase traffic to websites and social media accounts and increase awareness of each entity.
o Creation of a summary document on new approaches and guide to visual identity, branding, etcetera.
