The Vendor is required to provide for the implementation of a new website for the agency and migration of the existing intranet to a Word Press 2025 6.9+ infrastructure or similar software.
- The new website should be a secure and reliable HTTPS-enabled environment with rapid download times that will allow users to navigate and quickly find resources and desired information using any internet-connected device, including full support for mobile devices (e.g. readable on any device).
- Use of a WordPress (2025) 6.9+ infrastructure for this project is preferred; notwithstanding, reliable alternative framework software that offers minimal content management effort and robust configuration tools will also be considered.
- Complete migration of the Judiciary’s current website content onto a new, highly available infrastructure based on the WordPress 2025 6.9+ Microsoft SharePoint Technologies (2019) framework or a reliable alternative framework that offers minimal content management effort and robust configuration tools.
- The continued use of SharePoint is preferred (although other software technology that is as easy as SharePoint to manage will be considered) because SharePoint’s flexibility has enabled the Judiciary to manage content with minimal reliance on external resources.
- Automated content migration from the existing site to the new website is required once redesign is complete.
- Design and build a website using an agile development approach, thereby enabling feedback and iterations to ensure the best final product.
- The new site must have the following characteristics and capabilities:
- Functionality among all major browsers and operating systems, including all the following;
1. Browsers:
• Firefox
• Chrome
• Safari
• Edge
2. Operating Systems:
• Microsoft Windows
• Apple OSX
• Linux
• Apple IOS
• Google Android
- Readability on any internet-connected device including, but not limited to, PCs, laptops, tablets, and mobile phones.
- Configurability that allows for delegated content management and approval/publish processes.
- Robust search functionality.
- Implementation of announcement services and content subscription services, to alert users of important news, site changes, etc.
- Searchable PDFs, including searchable Opinions, Orders, and Decisions for each individual court.
- Fillable Judicial Record Center Archives Request form that transmits directly to the Judicial Records Center for processing.
- Real-time monitoring and alert services to notify key personnel if the site is not available.
- As little custom coding as possible to allow Judiciary programmers to implement and maintain daily site updates/changes.
- Upgrading the Microsoft Forefront Threat Management Gateway if SharePoint is used.
- The website must be easy to use on a mobile device.
- The link to the “Interpreters” section of the website should be listed prominently at the top of the main landing page and should open into a dropdown menu displaying in multiple languages. When a user interacts with the “Interpreters” link, a graphical or other indicator should appear explaining that the link provides resources for assistance in other languages.
- Such maintenance, monitoring, and support must be done with sufficient detail to ensure that any issue impacting the presentation and/or response times of the site or the individual components is immediately identified and addressed.
