The Vendor is required to provide must be primarily engaged in website design and must have been actively engaged in website design for a period of no less than two years.
- Design of website MUST have the following characteristics:
•    Modern design and functionality with clear navigation that appeals to youth ages 13 – 24;
•    Built using a widely supported CMS allowing non-technical staff the ability to:
o    Easily edit content;
o    Create and publish new pages;
o    Upload and manage images;
o    Embed videos (e.g. YouTube);
o    Upload downloadable files (PDF, DOC);
•    Topic-based content structure with each topic page including sections for:
o    Overview information;
o    Educational content;
o    Images and infographics;
o    Embedded videos;
o    External resources;
o    Downloadable materials;
•    Technical SEO implementation features;
•    Integrate crisis resources throughout the site;
•    Include a “quick exit” feature for users;
•    Include a site search feature for users;
•    Support user roles such as: Administrator and Editor;
•    Website readability utilizing plain and accessible language designed for easy comprehension;
•    Ability to be translated to multiple languages;
•    Compliance with the Americans with Disabilities Act (ADA) specifications;
•    Content compliance with 508 accessibility standards including: WCAG 2.1 Level AA, screen reader capability, alt text for images, captioned videos;
•    Compliance with Children's Online Privacy Protection Act (COPPA) guidelines;
•    Compatible with mobile, tablet and desktop devices;
•    Load within 3 seconds using Chrome, Safari, Edge, and Firefox;
•    Create a calendar for events to be added or removed as needed;
•    Embed Department Social Media platforms: Facebook, X (formerly Twitter), Instagram and YouTube with ability to add more platforms as needed;
•    Utilize high quality graphics;
•    Simple “Contact Us” form re-directing to a specific email address;
•    Capability for flyouts and banner notifications;
•    Ability to create anonymous quizzes, polls, surveys, and other interactive tools;
•    Google Analytics per topic page and section.
•    Include security features:
o    HTTPS encryption;
o    Regular software updates with prior notification;
o    Secure login for administrators;
o    Spam protection.
