The Vendor is required to provide documents and digital materials are accessible to individuals with disabilities in accordance with the web content accessibility guidelines (“WCAG”) version 2.1. Work may consist of the following items:
• Assistance with creation and remediation of documents and digital materials intended for public use.
• Provision of education and consulting services to train and support county staff in creating and remediating documents and digital materials.
- Conversion of existing county documents:
• Deliverables will consist of documents, modified for accessibility, as appropriate, per web content accessibility guidelines (“WCAG”) version 2.1.
• Ensure that all electronic documents, files, and other digital materials produced under this contract (“work products”), including those intended for publication on the county website or other public-facing platforms, are accessible to individuals with disabilities.
• The consultant shall: (a) design and deliver work products in a manner that are usable by individuals with a wide range of abilities, including those using assistive technologies; (b) ensure that work products conform to the web content accessibility guidelines (WCAG) version 2.1, level aa, as published by the world wide web consortium (w3c); (c) provide work products in formats that support accessibility features, including but not limited to properly structured documents, readable text, alternative text for images, captioning for multimedia (if applicable), and compatibility with commonly used assistive technologies; and (d) cooperate with the county, upon request, to address accessibility issues identified after delivery, including making reasonable updates or corrections to achieve compliance with the requirements of this section
- Future conversion of maps, drawings, and specification sheets within county bid packages:
• The county frequently publishes complex bid packages with drawings, maps, and specifications. The county may need to have drawings, specifications, and maps may need to be converted to WCAG version. 2.1 standards before publishing.
• The consultant shall ensure that all electronic documents and digital materials produced under this contract (“work products”), including those intended for public use, are accessible to individuals with disabilities.
• Work products shall conform to the web content accessibility guidelines (“WCAG”) version 2.1, level AA, and be compatible with commonly used assistive technologies.
- Training of county staff for ADA conversion processes:
• Provide ADA conversion training and guidelines.
• This training will provide essential knowledge on legal requirements, document standards, and compliance for accessibility to county staff.
• Training should be focused on title ii (public entities) and title iii (public accommodations).
• This training may include such items as ADA title ii & iii compliance; understanding and implementing legal requirements; self-evaluation and transition plan; accessible web design standards and practices training on public drawings, maps, specifications, and bid documents.
• Training programs may consist of the following:
o Creating WCAG compliant documents in Microsoft suite, specifically word, excel, and PowerPoint, and exporting to pdf to retain accessibility compliance.
o Creating a WCAG-compliant document in adobe creative suite and exporting to pdf to retain accessibility compliance.
o Remediating an existing pdf document using adobe acrobat pro to ensure full accessibility compliance.
o This will include remediating both informational documents and forms.
o “Digital content best practices” checklist to help content creators determine if their content should be built as an html page within the county website or should be considered for pdf.
