The Vendor is required to provide web design and development firms to redesign, develop, and host the agency’s existing website.
1. Website design
• Collaborate with agency staff to design a professional, contemporary website that reflects the mission, branding, and identity of the agency.
• Maintain a consistent look and feel across all webpages, including common headers, footers, and navigation elements.
• Improve the website’s sitemap and information architecture to support intuitive navigation for internal and external users.
• Ensure compatibility with modern web browsers, including Microsoft edge, google chrome, Mozilla Firefox, and apple safari.
• Migrate applicable content from the existing agency website to the redesigned platform.
• Ensure the design is fully responsive across desktop, tablet, and mobile devices.
• Browser-based administration – update, delete, and create content from any device with internet access.
• Calendar – update and publish calendars for departments and categories with a main calendar to display all events.
• Content scheduling – set dates for content to automatically publish and expire.
• Departmental home pages – ability for departments to have dedicated pages within the site that follow the same design as the other interior pages.
• Directories for staff – ability to allow citizens to search for staff department information.
• Frequently asked questions – ability to categorize FAQs by department or page.
• Live edit – add, edit, and move content directly on the front end of the site without the need to utilize or be trained in writing html or CSS code.
• Multilingual support – using google translate or similar.
• News and announcements – post news releases or updates dynamically to relevant pages based on category.
• Online forms – create unlimited customizable forms, track, and export results.
• Image center – store images in a central location on the website.
• Printable pages – print-friendly function
• Responsive web design – fully friendly functional
• Responsive web design – fully mobile responsive design – site adjusts to the screen size of all devices it’s being viewed on, includes forms, calendars, etc.
• Rotating photos and banners – slideshow capabilities
• Sharing capability – links to share content via email and social media on every page
• The site should be registered with major search engines.
• Site search – internal site search engine and log of search terms
• Site statistics – analytics and site audit reports
• Sitemap and breadcrumbs – automatically generated and updated sitemap and breadcrumbs
• Social media interface – display social media feeds
• Ability for citizens to report concerns – through a login system and anonymously report issues throughout the city.
2. Website development
• The site must be compatible with internet explorer, Firefox, chrome, and safari.
• The site must be functional on mobile devices, including tablets and smartphones.
• Implement appropriate security measures to protect data and ensure website uptime.
3. Accessibility and ADA compliance
• Ada accessibility – ensure that the site is current with ADA accessibility and requirements now and in the future.
• Design and develop the website in compliance with WCAG 2.1 level AA and ADA requirements.
• Ensure compatibility with screen readers, keyboard navigation, color contrast standards, and accessible document formats.
• Periodic reports or certifications demonstrating continued ADA compliance.
4. Website hosting
• Secure and reliable website hosting with a minimum uptime guarantee of 99.9%.
• Include regular backups and disaster recovery capabilities.
• SSL certification and protection against cybersecurity threats, including DDoS attacks.
• The level of maintenance and support that it will provide, including the number of hours and scope of services.
5. Website cutoff and deployment
a. Website go-live
• Update records, emails, and required features and functionality
• Test all functionality, links, pages, and widgets
b. Cutover plans
• Develop, coordinate, and implement agency -approved cutover and transition plan
• Identify, quantify, and minimize anticipated downtime.
• Ensure that the cutover migration occurs on non-business hours.
