The Vendor is required to provide digital ADA accessibility consultant to assist in evaluating, planning and improving the accessibility of its digital applications, websites, online services and electronic documents to ensure compliance with the web content accessibility guidelines (WCAG) 2.1 level AA and updated department of justice title ii digital accessibility regulations.
- To address these inconsistencies and meet ADA and WCAG 2.1 level AA standards, the city must develop a standardized, enforceable and sustainable digital accessibility governance model supported by clear policies, consistent workflows, staff training and continuous monitoring.
- Requirement:
• Develop a comprehensive inventory of the city’s public-facing digital assets and relevant internal systems, including websites, online applications, forms, social media channels and electronic documents
• Evaluate current accessibility conditions and identify compliance gaps based on applicable standards and regulatory requirements, including WCAG standards and ADA requirements
• Assess current workflows and processes related to website management, document publishing, graphic creation, video production and social media communications
• Identify operational, technical and organizational challenges that may impact compliance efforts
• Review accessibility practices related to online communication materials, including graphics, flyers, forms, videos, presentations and social media content
• Process maps and updated workflows that operationalize accessible content creation across departments
• Recommendations and best practices for accessible digital communications, including:
• Graphic design standards for readability, contrast, typography and alternative text o accessible video standards, including captioning, transcripts and audio considerations and WCAG-compliant audio description requirements
• Social media accessibility best practices, including hashtag formatting, emoji usage, image descriptions and platform-specific accessibility considerations o accessible website and online form design practices o pdf creation, remediation, retention and archival procedures including prioritization models for legacy, high-impact, and legally required documents.
• Develop standardized guidelines, templates and procedures to improve consistency across departments and communication platforms
• Provide recommendations regarding legacy documents and archived content, including prioritization strategies, remediation approaches and risk considerations
• Create a phased implementation roadmap identifying immediate, short-term and long-term actions to improve compliance with defined milestones, required resources, and metrics for success
• Assist the city in establishing accessibility practices, staff training opportunities and internal accountability measures including recurring quality assurance checks and annual accessibility reviews.
