Website Hosting and Maintenance Support Services

The Vendor is required to provide website hosting maintenance of the Drupal, Wix and WordPress platforms and existing features and functionality.
- Requirement:
•    Maintain platform security and stability through regular Drupal core and contributed module updates following Drupal security team best practices.
•    Additional support to maintain select websites on Wix, WordPress, or other out-of-the-box website builder platforms
•    Provide 24/7 support for emergencies, critical problems and urgent support requests.
•    Maintain existing custom features and integrations
•    Address reported bugs and issues and document resolution
•    Maintain and provide access to runbooks and documentation
•    Maintain web content accessibility guidelines (WCAG), county and departmental compliance regarding ADA standards
- Support continued enhancement of website usability and functionality
•    Consult on design, development and delivery of enhancements to platform features and integrations.
•    Must be able to gather business requirements, develop technical requirements and provide subject matter expertise and guidance when evaluating and proposing solutions.
•    Ensure smcsheriff.com is on the latest Drupal platform. 
•    If it is not, ensure it is upgraded to a stable and supported version of the latest Drupal. 
•    Provide a plan for review prior to the updates.
•    Ensure smcsheriffcareers.com is on the latest Wix platform. 
•    If it is not, ensure it is upgraded to a stable and supported version of the latest Drupal.
•    Conduct a review of all existing content, determine the most visited pages and provide a proposal to include the re-organization of existing content to modernize and improve the flow of information.
•    For future minor and major Drupal, Wix and WordPress version upgrades, the chosen vendor is expected to provide the sheriff's office with a detailed schedule and plan outlining the rollout process, including pre-assessment and testing.
•    Ensure the existing multi-language solution (google translate) is maintained
- Platforms in work
•    Amazon amazon web services (AWS)-hosted websites: development and support of custom web applications and sites deployed on aws infrastructure (ec2, s3, cloud front, elastic beanstalk, or equivalent services). 
•    Wix platform: design, build, and maintenance of sites developed and hosted within the Wix environment, including use of Wix editor, Wix studio, and Wix-native applications.
•    WordPress: development and support of WordPress-based websites, including self-hosted (on Aws or other infrastructure) and wordpress.com-managed instances, including theme and plugin management.
- Required services — website development
•    Design and develop new websites in accordance with sheriff's office branding standards, accessibility requirements (section 508 and WCAG 2.1 AA), and functional specifications. 
•    Migrate existing websites and content between platforms (e.g., WordPress to AWS, legacy systems to Wix) with zero or minimal downtime. 
•    Develop custom themes, templates, plugins, and integrations with third-party systems (CRMs, payment processors, apis, analytics platforms). 
•    Implement responsive and mobile-first design across all deliverables. 
•    Perform testing and quality assurance (QA) across major browsers and device types prior to launch. 
•    Provide staging and development environments for testing prior to production deployment.
- Required services — AWS-specific
•    Architect, configure, and manage AWS services including but not limited to ec2, RDS, s3, route 53, cloud front, IAM, and AWS WAF.
•    Implement auto-scaling, load balancing, and high-availability configurations as required. 
•    Manage SSL/TLS certificate provisioning and renewal via AWS certificate manager (ACM) or equivalent. 
•    Configure and maintain AWS cloud watch monitoring, logging, and alerting.
