The Vendor is required to provide the county with the following service: help the county achieve accessibility certification for its website by the 2027 deadline through remediation and/or a new website.
- The County is open to either remediating the existing website or migrating to a new, compliant website.

• Automated compliance checking
• WCAG 2.1 level AA certification
• PDF remediation, preserving images and tables as well as the ability to download remediated PDFs.
- Optional Elements
• Highly desired: assistance with web and PDF remediation
• Website redesign, including content migration from the old website to the new
• A user-friendly CMS to replace the County’s existing Drupal-based system
• An accessibility toolbar with the following minimum functionality:
o Automatic web page translation from English to Spanish
o Text to speech (English and Spanish, including auto-translated pages)
o Text adaptations (at minimum: change typefaces, font sizes, and colors)
o Adaptations for mobility-impaired users
o Preferably the toolbar does not obscure any parts of web pages.
- Solutions, from end-to-end transformation to a compliance checker that guides County IT staff with regard to remediation, as well as hybrid solutions along this spectrum.
