Front-End Developer and UX and UI Design Services

The Vendor is required to provide a front-end developer to support the design and development of secure, modern internal web applications that facilitate the digital request, review, approval and management of clearance certificates, self-employment registrations and single registration records.
- Internal Web Application – Digital Clearance Certificate
• The current clearance certificate process is largely manual/ paper-based, creating delays, rework and limited end-to-end traceability.
• Requests are typically received through fragmented channels (walk-in/email), requiring staff to manually validate submissions and supporting documents.
• Certificate generation, numbering, printing and issuance are often handled outside a controlled workflow, increasing operational risk.
• Approvals require secure authorisation controls and clear audit trails (who approved/declined, when and why).
• The intended solution is an internal web application that supports intake review, verification, workflow routing, approvals and certificate generation.
• The system must support compliance reporting (volumes, turnaround times, reasons for refusal).
• Government context elevates requirements for privacy, access control, record retention, and auditability.
- Internal Web Application – Self-Employed Unit (SEU) Registration
• Self-employed registration is currently initiated via an online form or walk-ins and supported by documents that must be verified by SEU staff.
• Current processing involves manual tracking of applications and fragmented communications with applicants.
• Staff need a structured back-office interface to review submissions, validate documents and record decisions.
• Data captured should align to reporting needs.
• The intended solution is an internal web application that improves control, visibility ad throughput of SEU registrations while reducing manual handling.
- This is a hands-on role requiring active participation in the full development lifecycle, including requirements interpretation, testing, and deployment. The consultant will contribute to establishing front-end development standards, ensuring code quality, usability and maintainability.
- User Interface Design and Development
• Design and develop responsive, accessible and intuitive web-based user interfaces for internal staff use.
• Translate approved business requirements, process flows, and functional specifications into front-end interface components.
• Develop standardized page layouts and workflow interfaces to support application review, validation, approval and record management.
• Ensure interfaces comply with usability and government digital service standards.
- Front-end Application Implementation
• Develop and implement front-end components using modern web technologies and frameworks compatible with the organization’s technical environment.
• Create reusable interface components to ensure consistency across multiple internal web applications.
• Integrate front-end components with backend systems, APIs, and databases as required.
• Ensure secure handling and display of sensitive and confidential information.
- System Integration and Support
• Collaborate with backend developers, system administrators and technical teams to ensure seamless integration between front-end interfaces and core system.
• Support integration with related services such as document management systems and digital certificate generation tools.
• Assist with troubleshooting, debugging and resolving front-end related system issues.
- Testing and Quality Assurance
• Conduct functional, usability and compatibility testing of front-end interfaces across supported browsers and devices.
• Identify, document and resolve defects and usability issues.
• Support user acceptance testing (UAT) and incorporate feedback to improve system usability and functionality.
- Documentation and Knowledge Transfer
• Prepare technical documentation, including front-end architecture, component structure and development standards.
• Provide clear documentation to support ongoing maintenance, support and future enhancements.
• Participate in knowledge transfer sessions with internal IT staff to ensure sustainability of the solution.
