Vendors, service providers, or consultants for the redesign, implementation, hosting, and ongoing support of the City’s public website. The project includes website design and user experience, content management system implementation, information architecture and site mapping, content migration, accessibility, integrations, staff training, hosting, maintenance, and technical support.
- The City is replacing its current unsupported, in-house Drupal website and aging server infrastructure with a modern, vendor-hosted website and Content Management System. The new website should be accessible, easy to navigate, reliable, flexible, and practical for City staff to maintain while supporting effective service delivery, transparency, public communications, and access to City information.
- The City is platform neutral and is seeking proposer recommendations for the CMS/platform that best meets the City’s needs, including how the proposed solution integrates or interoperates with existing City systems and third-party tools. The selected contractor will also help establish a sustainable website governance model for approximately 80 current website editors across City departments.
- Discovery, Website Assessment, and Current-State Analysis
• Review the current website, content audit status, analytics, user behavior data, site structure, content types, templates, workflows, and technical constraints.
• Assess the current content inventory and provide recommendations for migration, restructuring, archiving, and deletion of content.
• Identify opportunities to improve navigation, accessibility, search, content governance, design consistency, page performance, and the staff editing experience.
• Gather and incorporate input from City staff and, where appropriate, public users or other stakeholders at agreed project stages, and document how that input informs recommendations and decisions.
- Information Architecture and Site Mapping
• Analyze the City’s existing content inventory, website analytics, internal search data, user behavior, high-demand services, accessibility needs, and content governance structure.
• Develop a recommended sitemap and information architecture tailored to the City’s services, audiences, departments, and long-term content maintenance capacity.
• Organize content to make high-demand services and information easy to locate while reducing duplication, outdated content, unnecessary navigation levels, and inconsistent labeling.
• Balance task- and service-based navigation with department ownership, public search behavior, accessibility, and content maintenance responsibilities.
• Validate the proposed sitemap through City staff review, stakeholder input, user testing, card sorting, tree testing, or another mutually agreed validation method.
• Develop recommendations for navigation labels, taxonomy, metadata, URL structure, redirects, archived content, and content that should be consolidated, rewritten, or excluded.
• Deliver the approved sitemap, information architecture documentation, taxonomy recommendations, and redirect strategy in formats that can be maintained by the City, and implement the approved structure in the selected CMS/platform.
- Website Design and User Experience
• Develop a modern, accessible, mobile-responsive public website design consistent with City brand standards and public-sector usability best practices.
• Provide wireframes and/or prototype designs for the homepage, department and landing pages, interior content pages, project pages, calendar and event pages, news and announcements, and
other key templates. Refine designs based on City feedback.
• Implement intuitive navigation, breadcrumbs or comparable navigational aids, and a responsive design that works across current industry-standard browsers and devices.
• Provide a design system or web style guide that enables City staff to maintain consistent tone, layout, brand standards, and accessibility standards after launch.
• Provide controlled custom content modules or custom-code capabilities when needed, and configure permissions, design controls, accessibility controls, and security controls to prevent unauthorized custom code or inconsistent implementation
- Content Management System and User Governance
• Provide and configure role-based permissions, workflow options, approval routing, publishing controls, page ownership, audit history, versioning, and the ability to restore prior versions.
• Develop and document a long-term website governance model, including recommended team structure, editor roles and permissions, approval workflows, quality-control responsibilities, accessibility review, and ongoing accountability after launch.
• Configure the CMS and design system to support WCAG 2.2 Level AA, City brand standards, content quality, and consistent page layouts across decentralized users.
• Provide automated or prompted page-review functionality, including review dates, content-owner notifications, stale-content reporting, and escalation options.
• Provide WYSIWYG or comparable editing capabilities that allow City staff to create and maintain pages without routine HTML or CSS knowledge.
• Restrict advanced editing and custom-module capabilities to authorized users and configure controls to prevent inconsistent design, accessibility, security, or maintenance issues.
• Provide media and document management capabilities, including document search, replacement and update workflows, duplicate-file identification, and reporting on unused media when supported
by the selected platform.
• Provide quality-assurance functionality for broken links, accessibility issues, metadata, SEO basics, content consistency, and other available quality checks, and coordinate those functions with the
City’s use of Siteimprove.
• Implement Microsoft Entra ID single sign-on or another City-approved identity management method, including user provisioning and deprovisioning and least-privilege access.
