Auditing Services

The vendor is required to provide are an independent audit of the agency annual financial statements, an independent single source audit, and supplemental auditing services, including services related to preparing special audit studies or reports and potential third-party contract audits (collectively, “auditing services”).
- Examine, audit, and provide an opinion on agency financial statements each fiscal year.
- Present its formal findings to the agency audit committee.
- If findings are present, the contractor shall work with agency to formulate a plan to rectify said findings.
- At the request of the agency project manager, periodic check-in meetings may be required.
- Upon completion of the financial audit, the contractor shall perform a single audit.
- Confirm that federal funds are being expended in accordance with the terms of applicable agreements and those provisions of federal law or regulations that could have a material effect on the financial statements or the number of federal awards.
- Complete the single audit by the first day of September each year (9 months after the end of every fiscal year).
- Supplemental auditing services may include the preparation of special audit studies or reports, potential third-party contract audits, and assisting the agency internal audit department with specific tasks under appropriate supervision.
- Identify the financial statements examined and the period covered.
- Include comments on weaknesses in and noncompliance with the systems of internal control, specifically identifying any material weaknesses.
- Include recommendations for corrective action and comments on corrective action taken or planned.
- Include management’s response.
- Be issued by the end of April following the fiscal year under audit.
- Identify the significant internal accounting controls and those controls designed to provide reasonable assurance that federal programs are being managed in compliance with laws and regulations.
- Identify the controls that were evaluated, the controls that were not evaluated, and the material weaknesses identified as a result of the evaluation.
- Provide a statement of positive assurance with respect to those items tested for compliance, including compliance with laws and regulations pertaining to financial reports and claims for advances and reimbursements.
- Provide a statement of negative assurance on those items not tested.
- Include a summary of all instances of noncompliance.
- Identify the total amounts questioned, if any, for each federal assistance award as a result of noncompliance.
- Include recommendations for corrective action and comments on corrective action taken or planned.
- Be issued within nine (9) months following the fiscal year under audit.
