The Vendor is required to provide a number of services, including but not limited to: provide analytical and support services for financial planning effort to minimize interest cost.
- Review the city's timetable and schedule of its long-range operating and capital budget financing strategy while demonstrating the financial implications of alternative options.
• Provide assistance with developing strategies, brochures for presentations at public hearings and information to the community.
• Assist with the preparation of the news release about any proposed capital plans, as needed.
• Assist with the preparation of presentation to municipal officials
• Assist in the obtainment of credit enhancement (i.e. issuance of debt, municipal bond insurance, letters of credit, etc.) if determined to be economical.
• Review the terms, conditions and structure of any proposed securities offerings undertaken and provide suggestions and modifications where appropriate.
• Assist and advise in negotiations with investment banking groups regarding pricing and final terms of any security offering and make definitive recommendations regarding any proposed offer to purchase an issue.
• Advise in regard to an appropriate and advantageous method of selling dept. securities (competitive, negotiated, and private placement).
• Assist in the preparation of the preliminary final official statement in connection with the sale of securities.
• Solicit and/or review proposals for construction fund investments.
• Review assessed valuations to develop 5-year trend and complete future projections for tax impact analysis.
• Recommend a financing structure which includes repayment term, structure and redemption provisions.
• Develop comprehensive tax impact analysis based on debt services (current and future), debt service aid, changes in operating budget resulting from proposed financing, investment income from construction proceeds.
• Provide analysis on how transactions impact the overall financial portion of the city
• Provide robust quantitative analysis of each financing alternative including restructuring and refinancing.
• Assist in the review, compilation and preparation of certain documents related to the debt issuance process.
• Advice method of sale to use for the transaction based on the credit, structure and general market conditions that help to lower the overall cost of financing.
• Assist in the preparation of the financing schedule, distribution list, meeting agendas, and other transaction management tasks.
• Participate in meetings and conference calls with the working group and other parties
• Monitor and evaluate refunding opportunities with respect to the city's outstanding obligations
• Analyze proposals presented by investment bankers and other parties related to the issuance of securities as requested.
• Review short-term and long-term financial obligations and prepare a report on that.
• Assist the city, bond counsel and other transaction team members with the closing of the bonds and/or notes.
