The vendor is required to provide property management services in the day-to-day operations and management of its public housing, project-based voucher (PBV) and rad, low-income housing tax credit (LIHTC) and mid-rise communities (the properties).
- Responsibilities:
• Providing on-site property management services, in accordance with authority policies, as well as “HUD” rules and regulations, and federal, state and local law(s).
• Representing authority in the day-to-day operations and management of the properties.
• Managing and maintaining the properties in a safe, decent and sanitary condition.
- Specific service needs
• Assure that all accounts payables and receivables are paid and payments received timely (rent, late fees, damage charges, utilities, vendors and contracts, etc.).
• The selected firm will maintain proper record keeping, inventory, and filing (contractor and tenant), manage and secure tenants’ personal identifiable information (PII), waiting list(s), applications, re-certifications, certifications, work orders, leasing, rent and fees, financials, and inspections (with the ability to “upload” to NSPIRE within twenty-four (24) hours).
• This will be accomplished using the owner provided software database Yardi.
• Responding firm must possess certifications to include the following: tax credits, public housing, project-based vouchers, fair housing.
• Maintain proper lead-based paint disclosures, for all properties built prior to 1978.
• Submit monthly, quarterly, and annual reports (financial as well) in a format required by authority and provide explanations for any line items that exceed budget.
• Entering into and managing contracts for services and repairs being provided to the communities, such as landscaping, extermination, snow removal, etc. as well as routine maintenance, items outside of normal wear and tear, and making purchases necessary for the upkeep, and day-to-day operations of the communities tools, appliances, materials, supplies, etc. all items should be labeled: “authority property.
• Perform annual preventative maintenance inspections of all common areas, and each individual unit.
• As well as perform ninety (90) day “initial move-in” inspections for housekeeping.
• Assure that the property meets the “national standards for the physical inspection of real estate (NSPIRE)” and have a plan in place to resolve any and all violations or deficiencies.
• Assure tenant compliance with the lease agreement, program requirements, eligibility, and properly enforce them.
• As well as conduct necessary and proper certifications (interims, annuals, etc.).
• Assure that performance goal requirements are met for the following.
o Waiting list(s); vacancies
o Outstanding rent and fees
o Accounts payables and receivables
o Unit turnover(s)
o Work order(s)
o Inspections (preventative and annual and NSPIRE)
o All required certifications
o Staffing
o Family self-sufficiency (FSS) program.
