1. Tenant and HOA relations
• Contractor shall act as the primary point of contact for tenants, ensuring timely, professional, empathetic and effective communication.
• Maintain an understanding of and be able to communicate HOA policies and how they impact county tenants.
• Communicate with tenants regarding lease renewals.
• Enforce lease agreements and HOA rules, address rule compliance and violations, and escalate issues to the county as needed.
• Contractor shall maintain accurate tenant files, records, and reports in accordance with housing policies and ensure compliance with all applicable federal, state, and local housing regulations.
• Contractor shall attend and represent the county at homeowners’ association (HOA) meetings for applicable properties.
• Contractor shall meet or communicate with county staff prior to HOA meetings and then communicate tenant and county interests to associations boards and members.
• If an issue requires legal intervention, county staff will be solely responsible for working with the county attorney.

2. Property and facilities maintenance
• Provide comprehensive property and facilities maintenance services across all housing units.

1. General responsibilities
• Manage day-to-day operations of the park and serve as the primary contact for residents.
• Communicate with county staff regarding items of concern including: all tenant concerns, HOA issues, and budget changes.
• Maintain effective and transparent communication with county staff.
• Enforce Park rules, lease agreements, and compliance with applicable state and local mobile home park regulations.
• Maintain accurate, up-to-date tenant and property records.
• Foster a safe, respectful, and community-oriented environment.
• Represent the county in resident meetings, ensuring resident and county interests are communicated and addressed.
• Develop tracking and monitoring systems as needed, document park needs across all areas, and report findings to the county.
2. Resident relations
• Facilitate lease signings, move-ins, move-outs, and space inspections.
• Communicate regularly with residents regarding park rules, maintenance schedules, and community updates.
• Coordinate resident meetings or communications as needed; may include management of a website portal for residents.
• Collect rent from residents who do not use the county’s online rent collection system.
3. Park operations and maintenance
• Oversee maintenance of common areas, roads, lighting, signage, landscaping, and shared facilities.
• Coordinate essential services such as trash removal, snow removal, mowing, and baling of community pastures.
• Create and manage systems to report, track, and resolve maintenance requests.
• Ensure all infrastructure—including utilities, water, sewer, and electrical connections—is operational and well-maintained.
• The existing manager will complete this task for the first year.
• Respond to emergency situations and escalate to the county as necessary.
• Monitor and operate the bridge crossing the roaring fork river, raising and lowering as required.

4. Compliance and risk management
• Ensure compliance with state mobile home park statutes, county codes, and county policies. applicants must demonstrate knowledge of state mobile home park regulations.

• Manage insurance requirements and implement risk mitigation measures.
• Document and report incidents, accidents, or hazards to the county in a timely manner.
