The vendor required to provide investment advisory services to assist with the management and performance of the authority investment portfolio by providing non-discretionary management of the portfolio.
- Performance monitoring and evaluation
• Perform an independent, third-party review of the total investment portfolio and individual trades (if any), across all individual portfolios and associated managers.
• Evaluate, rank, and monitor external fund managers.
• Perform due diligence reviews of current and proposed broker and dealers and financial institutions managing the authority investment funds (including but not limited to: quality of the team and management, organization size, stability, turnover rates, historical performance against benchmarks, risk-adjusted returns, and investment management fees) recommend changes, and support manager selection if needed.
• Monitor the creditworthiness of the financial institutions and the investments in the portfolio.
• Monitor compliance by current investment managers to the authority investment policy.
• The focus will be at the strategic asset mix level and assessing portfolio exposures relative to policy guidelines and constraints.
• Provide industry perspective through continuous monitoring of other investment managers.
- Investment policy advisory
• Assist in the periodic review and update of authority investment policy.
• Review, recommend, and assist with the implementation of investment strategies that will maintain or enhance portfolio quality and performance within the parameters of authority established investment policies and cash flow needs, taking into account authority primary objective of preservation of principal.
• Establish analytical techniques to obtain the best and highest return while maintaining capital preservation.
• Continually monitor market conditions and circumstances and report on any recommended changes to policies, strategies, and specific positions.
• Analyze and advise on new investment product opportunities presented by investment managers.
• Provide advice on other investment issues as they may emerge.
- Reporting and governance
• Prepare and deliver consolidated monthly, quarterly, and annual reports detailing portfolio activity, returns, benchmarks, and attribution.
• This should include a report that demonstrates the benefit on the portfolio’s return of using an investment advisor.
• Reports should include relevant benchmarks and earnings.
• Annual reports will review the investment managers’:
o Organization effectiveness – business management and people
o Assessment of strengths of asset class teams, market access, and origination skills
o Investment process and product construction
o Investment performance; and
o Risk management and compliance processes
• Attend quarterly audit and finance committee and board of director meetings as requested. prepare and present written reports on overall investment activity, portfolio performance, and compliance with approved policies.
• Provide authority staff with ongoing training and technical advisory services, as needed.
