The vendor required to provide two automated teller machines (ATM) services at the replacement passenger terminal (“RPT”) for the ease and convenience of its passengers.
- Requirement:
1. Design and ATM specifications
• The concessionaire shall, at its own cost and expense, design and procure two ATMs.
• The concessionaire shall ensure that each ATM, including its equipment, fixtures, materials, parts, cables, software and hardware is new or like-new, based upon the authority’s sole discretion, with the latest technology and capabilities.
• Each ATM shall be in accordance with the ATM specifications and features.
2. Installation of ATMs
• Prior to the installation, implementation and commencement of the ATMs, the concessionaire shall comply with the insurance requirement set forth in article 18 of the agreement and provide certificates of insurance and endorsements to the authority.
• The concessionaire shall at its sole cost and expense be responsible for obtaining all necessary and required permits
• The concessionaire shall at its sole cost and expense be responsible for coordinating, delivering, installing, implementing, testing, operating, maintaining and managing the ATMs at the RPT.
• ATM locations, contains the location and details for each ATM to be installed.
• The concessionaire shall meet with the RPT design-build contractor and the authority to finalize a schedule for the installation of the ATMs following the execution of the agreement.
• The concessionaire shall be responsible for ensuring that all proposed ATM equipment, including fixtures, cabling, wiring and services comply with all applicable laws.
• The concessionaire shall install its equipment and materials in a neat and orderly manner and in accordance with accepted industry practice, by competent technicians.
• The concessionaire shall install and lay down electrical cables and wires between the equipment and power source in a manner as to keep their length and visibility to a minimum to the public.
• During the installation, the concessionaire shall not damage any existing infrastructure or equipment.
• The concessionaire shall be responsible at its sole cost and expense for fixing, restoring or remediating any issues or damage it causes.
3. Implementation of ATMs
• The concessionaire shall perform a system test to ensure that all system specifications and technical requirements have been met.
• The concessionaire shall perform a system test to ensure that its wireless frequency does not disrupt airport or airport tenant’s frequencies.
• The concessionaire shall perform an endurance test to ensure that the implemented ATM is stable and functions without any issues for a period of 7 days.
• The concessionaire shall ensure that all ATMs are fully operational on or before august 14, 2026, which is 60 days prior to the anticipated opening of the RPT.
4. Operations and management
• Provide, operate, and maintain, at its own cost and expense, all equipment, including wireless, telephone and electrical connections necessary for conducting business.
• Ensure that each ATM has the most updated system management capabilities for predicting, assisting and reporting maintenance and the need for cash replenishment.
• Control the conduct, demeanor and appearance of its employees, agents, representatives and contractors and ensure that all on-site personnel operate in a first-class manner.
• Provide armored car service or armored personnel that follow all rules, regulations and escort procedures as required by the authority.
• Provide the authority with an ATM service and maintenance schedule that outlines the frequency and type of services to be performed
• Establish written policies and procedures that will be followed by its personnel to include responsiveness, timeliness, resolution of customer complaints within 48 hours and expected standards for performance of operation.
• Ensure that all repairs will be completed within 24 hours.
• Ensure that each ATM shall be replenished to its fullest capacity and shall not be empty at any time.
• Ensure that each ATM is continuously available for 24/7/365.
• Ensure that all its employees and contractors comply with airport employee badging requirements.
• Ensure that all its employees and contractors comply with all airport rules and regulations which can be amended from time to time.
• Establish written policies and procedures that detail concessionaire’s security and operations plan for servicing the two ATMs.
• Each ATM location must be detailed accordingly as one location is pre-security and one is post-security.
5. Maintenance of ATMs
• Ensure that all ATMs and its components are regularly cleaned and sanitized, including but not limited to ATM keypad, screens, buttons and card reader.
• Ensure that all ATMs are clear of paper jams and card jams.
• Verify cash levels, paper receipts and ensure ink is available for printing.
• Inspect ATM machines for signs of damage or tampering.
• Ensure that all ATMs have no apparent or visible defects and free of wear and tear.
• Ensure that all customer service information found on the ATM screen is up to date.
• Ensure that all ATMs and its management software and firmware are up to date.
• Ensure that all ATMs undergo routine and preventive software and hardware maintenance.
