Tax and Utility Bill Preparation and Printing and Mailing Services

The Vendor is required to provide for the provision of tax and utility bill preparation, printing and mailing services for a period of five years.
- A template must be developed by the successful proponent for both statements. Both the tax and utility bill statement need to be 24 bond weight.
- The tax and utility bills must have a tear off perforation on the bottom section of the bills.
- Maintaining adequate inventory levels to meet scheduled billings, reminder notices, and any reasonable fluctuations in volume, without causing production or mailing delays.
- Secure storage of pre-printed stock in a controlled environment to prevent damage, loss, or unauthorized use.
- The Service Provider must provide test bills to the municipality for review prior to production.
- The Service Provider is responsible to provide confirmation of receipt of the file and confirmation of the number of bills in the file prior to production.
- Test bills are normally reviewed and approved within one day of receipt of the proofs.
- The Service Provider must set up a template for each of these bills with testing done to the satisfaction of the Municipality and with their written approval prior to the billing.
- The print image file is formatted to separate single bills from multiple bills to the same taxpayer
- The bills must be mailed within 48 – 72 hours from receipt of the files.
- Print quality standards – expected print resolution, color consistency, material specifications, and quality-control checks applied during and after printing.
- Ability to meet deadlines – identify turnaround commitments and contingency plans
