The Vendor is required to provide utility billing audit and cost recovery to identify billing errors, overcharges, and tariff misapplications, recover refunds, and implement ongoing cost-reduction strategies.
- Requirement:
1. Historical audit (“look-back”)
• The audit shall include a minimum 36-month review period, or the maximum allowable timeframe under applicable statutes and utility tariffs, to capture all eligible refunds and credits.
2. Technology and transparency requirements
• Provide real-time, web-based access for district staff
• Enable tracking of claims, communications, and recovered funds
• Maintain full audit transparency throughout the engagement
3. Full-service implementation
• Identification of all billing discrepancies
• Preparation and submission of claims and documentation
• Direct negotiation with utility providers
• Securing refunds, credits, and forward-looking savings
4. Audit methodology requirements
• Line-item review: identification of incorrect rate classes, duplicate charges, improper taxes, and billing anomalies
• Demand analysis: verification of billed vs. actual demand, including evaluation of demand ratchets and peak demand exposure
• Rate and tariff optimization: confirmation of correct tariff assignment and identification of lower-cost rate eligibility
• Billing error recovery: detection of estimated billing, meter inaccuracies, and retroactive overcharges
• Third-party supplier review: evaluation of supply contracts for pricing inefficiencies, hidden fees, and renewal risks.
