The Vendor is required to provide staff the security pod and monitor the security systems and cameras at the agency twenty-four (24) hours per day for 365 days per year for a total of 8760 hours per year.
- Protect the complex, its contents and collections, and its occupants, including state employees, customers, contractors and visitors from system failures, fire, theft, physical assault, and other threats.
- Provide immediate response to any fire or security alarms.
- Prevent theft and vandalism of state property by observing, reporting, deterring and responding.
- Security guard will report all instances of assault, disorderly behavior, theft or vandalism that requires immediate law enforcement intervention first to the capitol police, then to the historical society security coordinator (using an incident report form).
- All such instances are to be reported immediately and accurately to the capitol police.
- Likewise, fire alarms will be investigated, responded to, and reported immediately.
- Security guard service requirements:
• Security guards will protect the state workforce, customers and visitors to the building from assault or battery by intruders to the building by observing, reporting, deterring and responding.
• Security guards will be courteous at all times to the state workforce, customers and visitors to the building.
• The historical society will approve final selection of each security guard after a review of his or her qualifications as stated
• The historical society reserves the right to interview proposed candidates prior to placement at the agency.
• If the society finds any guard unsatisfactory, for any reason, the contractor shall immediately provide a replacement that is determined by the society to be satisfactory.
• No guard shall be assigned to this site without an orientation of the building and the basic functions of the security system and the specific responsibilities of their shift.
• All certifications and licenses for each security guard must be provided to KSHS prior to start date.
• All proposed guards must meet with the KSHS director of administration prior to starting on site.
- Guard requirements:
• Shall be an employee of the security guard service to which the final contract is awarded.
• Shall be at least 21 years of age and must be either a citizen or a legal resident of the country
• Shall have a high school diploma, and six (6) months of experience in providing security guard services is required of at least 75% of the guards (this provision may be waived for first six (6) months of the contract period
• Shall be licensed and trained by the security guard service or by a law enforcement certification program
• Shall have passed a law enforcement background check including but not limited to the following requirements:
○ Have no felony convictions
○ Have no convictions of a crime for moral charges1
○ Have no convictions of a crime for illegal use, carrying or possession of a dangerous weapon
○ Possess no past or present history of a mental or emotional impairment
○ Have no convictions of crimes of violence or the use of physical force or threat
○ Have no convictions of crimes against property or theft of property
○ Have no convictions for stalking
• Must be Red Cross certified in CPR and first aid (proof must be submitted to historical society).
- Equipment:
• Provide each security guard, and each guard shall wear, a standard uniform, which identifies his or her position as a security guard and the company for which they work (insignia and badge).
• Each security guard shall present a clean, pressed and professional appearance at all times during the workday.
• Guards not meeting these requirements will be rejected and the contractor will be obligated and responsible to provide an immediate replacement within one (1) hour.
• Each security guard shall carry a cell phone provided by the society and must have in their possession any time they leave the pod.
• The cell phones will be checked out and in each shift by the guard on duty and will not leave the premises.
• A hand-held two-way radio will also be available for use by the guards.
• Provide a cellular telephone, a beeper or other communications device to stay in close contact to and from a central dispatch station or law enforcement entity.
• Guards shall be unarmed (unless an armed officer has been requested for a special event) and may not carry any weapons including firearms, chemical sprays, batons, knives, knuckles, stun guns, or other devices.
- Duty tour:
• The guards shall make a minimum of four (4) building tours each day, two (2) between the hours of 5:00 p.m. CST and midnight (the first scheduled, check that doors are secured each night after the facility closes) and two (2) between the hours of midnight and 7:00 a.m. CST one (1) of the two (2) tours during each shift will check the exterior of the mission building.
• The guard shall be at the security pod and available to employees as they arrive between 7:30 a.m. CST and 8:30 a.m. CST and when the employees and public leave between 4:30 p.m. cst and 5:30 p.m. CST in order to respond to any security concerns.
• The guard should provide assistance to delivery vehicles which arrive outside normal business hours.
- Specific duties:
• Check keys
• Maintain key logs
• Respond to alarms on the security and fire system
• Monitor dock doors and west employee entrance doors
• Answer telephone after hours
• Monitor security cameras
• Maintain visitor and staff sign-in and sign-out sheets (for after business hours access to the facility)
• Complete and file incident reports
• Conduct night watch tours
• Checks agency-assigned vehicle keys in and out to KSHS personnel.
• Check out agency cell phone(s).
