RFP Description

The vendor required to provide protective and mobile services and static security guard services for include:
- Protective and mobile services
•    Metro tower iii head office static security desk and concierge services.
o    First aid attendant, 16 hours per day 
o    Monday to Friday (0630 – 2230) 
o    Concierge services for metro tower iii 24/7 365-66
•    Mobile patrolling, response and access control at locations as directed by the corporation. 
•    Alarm response at various locations, throughout the agency; 
•    Tenant on-scene emergency security requests in accordance with the corporations, site specific standing orders, at any locations. 
•    Conducting wellness checks in accordance with the corporation’s working alone system.
•    Site first aid attendant services when requested and when required;
•    Provide on-call temporary protective services operatives as requested by the corporation;
•    Other related security services, such as provision of additional guards or specialty protective services when and where required;
•    The proponent will recognize that the guards serve a dual purpose. 
•    One is welcoming authorized employees, staff, visitors and the general public; the other, protecting those people and assets.
- Service type and duties
a. Metro tower iii security and concierge services
1. Supervisor:
•    Provides oversight and scheduling of the site personnel for tower security and concierge staffing and is the primary point of contact from the site to the corporation while on shift. 
•    The supervisor will be the initial response to first aid calls within the metro tower iii complex while on shift as well as performs call taking, dispatching, cctv monitoring and surveillance, wellness checks and facility patrolling duties as required. 
•    The supervisor must be equipped to perform all security functions and possess a valid occupational first aid intermediate level certification (commonly referred to as intermediate first aid). 
•    The proponent is required to supply and maintain the first aid equipment onsite.
2. Contract manager:
•    Contract manager: considered a “key person” and will be the first point of contact for the contract.
3. Afternoon concierge:
•    Primary point of contact from the site to the corporation while on shift and is a security officer. 
•    The afternoon concierge will be the initial response to first aid calls within the metro tower iii complex and also perform call taking, dispatching, cctv monitoring and surveillance, wellness checks and facility patrolling duties as required. 
•    The afternoon concierge must be equipped to perform all security functions and possess a valid occupational first aid intermediate level certification (commonly referred to as intermediate first aid). 
•    The proponent is required to supply and maintain the first aid equipment onsite.
b. Mobile patrol
1. Supervisor:
•    Provides oversight and scheduling of the patrol and remote site personnel in accordance with the patrol schedule and as requested by the corporation. 
•    The supervisor is appropriately equipped to response, perform and manage security functions and provides initial response and coordination to emergent situations within the mv regional parks and other mv regional assets. 
•    The supervisor will possess a valid occupational first aid basic level certification (commonly referred to as, basic first aid). 
•    The proponent is required to supply and maintain the first aid equipment.
2. Mobile patrol security officer:
•    Equipped with all equipment required to perform their security function, the mobile patrol security officer is responsible for regular patrols, spot checks, gate open and close procedures, emergent call dispatch response, break relief, site physical review and reporting and staying at scene as required by the corporation based on scene findings. 
•    All security officers shall possess occupational first aid basic level certification (commonly referred to as, basic first aid). 
•    The proponent is required to supply and maintain first aid equipment onsite.
c. Executive protection services
1. Executive protection service officers:
•    Embedded within the corporations protective services and emergency management team, the executive protection service officers provide close protection of elected officials, mv executive team and other dignitaries as request by the corporation and provide expertise and experience in close protection, including threat assessment, planning and preparation, risk mitigation techniques, defensive tactics and the ability to liaison with large multi-faceted team including but not limited to outside agency(s).
