The vendor required to provide third party security monitoring services for delivering a comprehensive security solution, which includes conducting randomized perimeter sweeps during non-business hours, as well as installing and maintaining a vendor-owned surveillance system with 24/7 live monitoring.
- Perimeter sweeps
• Conduct three randomized daily perimeter checks of the entire complex between the hours of 6:00 p.m. And 6:00 a.m. Mondays, Tuesdays, Wednesdays, Thursdays and Fridays.
• Conduct four randomized daily perimeter checks of the entire complex on Saturdays, Sundays and state of designated holidays.
• Document and report any suspicious activity or security breaches.
• Coordinate with designated dot personnel as needed.
• Immediately escalate to law enforcement, when necessary, then notify designated dot staff of situation.
• Provide a log of all sweeps conducted, including time, date, and findings.
• The log is to be submitted electronically to the dot.
- Surveillance camera system
1. Camera installation
• Cameras are to be owned and maintained by the awarded vendor.
• Dot will approve camera placement.
• Install surveillance cameras throughout the facility, including but not limited to:
o All exterior doors
o Perimeter access points
o Loading docks
• Other high-traffic or high-risk areas as identified in consultation with agency staff prior to contract execution.
• Final camera placement will be determined collaboratively with agency personnel during the planning phase.
• Dot reserves the right to add or remove or change camera placement throughout the life of contract.
• Cameras will not be connected to the agency’s network; the system will operate as a standalone solution, owned and operated by the awarded vendor.
• Electrical wiring for power will be reviewed by agency staff to ensure proper installation and compatibility with existing infrastructure.
2. System capabilities
• We are looking for cameras with the following preferred features:
o Motion detection
o Threat detection (e.g., loitering, intrusion, object left behind)
• Cameras must support high-definition video capture (minimum 1080p resolution) with night vision or low-light capability.
3. Ownership and monitoring
• The surveillance system will be vendor-owned and vendor-monitored.
• Provide 24/7 live monitoring services, with the ability to:
o Determine the appropriate level of response required for suspicious activities.
o Active shooters, fire, medical emergencies, threatening activity, intruders, disgruntled individuals, vehicular accidents, or vandalism will require law enforcement involvement.
o Maintain a daily log of all alerts and responses.
o Respond to incidents after hours when building alarm systems are triggered.
o Calls must be received promptly, and open communication maintained with any emergency personnel, dot maintenance supervisor, and or the vendor responsible for monitoring the alarms.
4. Alerting and automation
• Vehicle or pedestrian detection outside of dot standard business hours.
• Additional alerting for designated secure zones as identified by dot.
• Tampering or obstruction of camera views
• Vendor shall dispatch personnel as needed to perform onsite security evaluations when such alerts are triggered.
5. Data access and retention
• Provide secure access to live and recorded footage for authorized agency personnel.
• Authorized agency personnel will have the right to download video recordings at any time and store them indefinitely.
• Video data must be retained for a minimum of 10 days, with options for extended storage.
• System must support encrypted data transmission and storage.
6. Maintenance and support
• Ongoing system maintenance and software updates
• Hardware replacement as needed
• Technical support with response times within 24 hours.
• Annual system performance review and optimization.
