The vendor required to provide stop sign camera enforcement system is to improve roadway safety, stop-sign compliance, and support effective enforcement.
- Requirement:
• The town in identifying initial enforcement locations and will conduct baseline violation counts to document existing traffic behavior.
• Provide and install automated stop-sign enforcement camera systems at the approved locations.
• The equipment must capture clear images and video of violations under various lighting and weather conditions, operate reliably, and be installed in a manner that does not interfere with pedestrians or vehicles.
• Manage citation processing, which includes printing, mailing, payment options, delinquent notices, and any required notifications to the administration.
• Support adjudication and appeals by providing secure access to violation records and the ability to export case files, images, and video for court proceedings, when required.
• Provide routine reporting, including violation summaries, system uptime, maintenance activity, and performance metrics, along with comparisons to baseline data.
• Comply with all state requirements related to automated enforcement, including secure handling, storage, and deletion of images.
• Maintain all system equipment and respond to service issues within 72 hours.
• Preventative maintenance and system updates must be provided continuously.
• The program must operate under a cost-neutral structure.
• All program components, including equipment, installation, operation, citation processing, maintenance, and support, shall be covered through a revenue-sharing model, with no upfront or ongoing cost to the town.
• Provide equipment that is compact in design and suitable for installation on sidewalks or easements without obstructing pedestrians, vehicles, or parking areas.
