The Vendor is required to provide for replacement of our current outdoor warning system.
- Provide to procure a comprehensive, modern, reliable replacement outdoor emergency siren warning system to ensure the timely and effective notification of residents in the event of severe weather, natural disasters, and other emergencies.
- The current system is aging and requires replacement to meet the evolving safety needs of the community.
- Provide for the design, supply, installation, testing, and ongoing maintenance of a new, county-wide emergency siren system.
- Maintain Backup Redundancy: Maintain redundancy for the operation of the siren system in the event that primary activation equipment becomes unavailable.
- Maintain Warning Capability Throughout Transition: Through the transition of replacing the current warning system, maintain the capability to continue to provide outdoor warning across the community without using multiple activation systems.
- Implement Silent Testing Capability: Integrate a system that allows for routine testing without generating audible siren tones, minimizing public disruption while verifying system functionality.
- Secure Reliable Ongoing Maintenance: Establish a comprehensive 24/7 maintenance contract to ensure the long-term operational readiness and reliability of the new siren system. This includes regular maintenance checks as well as 24/7 emergency response calls
- System Design and Engineering:
• Design a robust and reliable communication infrastructure to connect all sirens to the central control system, including redundancy and backup options (e.g., radio, cellular, IP).
• Provide a redundant manual activation method to ensure siren operation during any software or communications failure.
• Specify the type, power output, and features of the proposed sirens, ensuring they meet or exceed industry standards for outdoor warning systems. System is to work off AC power supply and have backup DC power supply.
• Utilize a web-based control system interface, ensuring it is intuitive, secure, and provides the necessary functionalities.
• System must have the ability to configure activations on individual sirens, groups of sirens, all sirens, etc.
• Develop detailed system specifications, including hardware, software, communication protocols, power requirements, and mounting requirements for each siren location.
• Provide detailed plans for system installation, testing, commissioning, and ongoing maintenance.
- Supply all necessary siren units, control system hardware and software, communication equipment, mounting hardware, cabling, and any other components required for a fully functional system.
- Coordinate with appropriate Entity or other local / state / federal authorities regarding site access, permits, and any necessary logistical arrangements.
- Provide clear documentation of each installation, including GPS coordinates of siren locations.
- Implement the silent testing functionality, allowing authorized users to perform system checks without audible alerts.
- Configure reporting capabilities within the control system to track system status, activation logs, and maintenance records.
