The Vendor is required to provide leadership and direction for post-secondary education and skills training systems in state, labor market information and programs, and immigration settlement services.
- Within the Ministry, the Labour Market Information, Reporting and Evaluation Branch supports program and policy areas with their research and evaluation needs.
- The grant supports cohort based skills training for unemployed and underemployed individuals with the goal to help participants gain the skills and certifications needed for sustainable employment, strengthening local economies. Recipients include non-profit organizations, Indigenous and local governments, sector associations, and major employers in single-resource communities.
- Engagement with interested parties, such as grant recipients; and
- Collection and analysis of both qualitative and quantitative data to assess each program’s relevance, effectiveness, efficiency, and outcomes.
- While some program participants’ administrative and outcome data are available internally, there are limitations related to data collection from grant recipients.
- The programs have not done comprehensive engagement with grant recipients in recent years for the purposes of program evaluation.
- Interviews with Employers receiving the Employer Training Grant using the following approach:
• A contact list will be provided by the Ministry
• Ministry to provide interview questions
• provide recruitment screener design to qualify appropriate employer representative(s) to interview
• Recruit via email and a telephone follow-up as needed
• Provide interviewer/moderator guide design
• Conduct virtual interviews
• Provide a cleaned, anonymized Excel file back to Ministry
• Prepare preliminary thematic analysis (MAXQDA file preferred)
- Survey with Employers receiving the Employer Training Grant using the following approach:
• Survey questions and design provided by the Ministry
• Approximately 40 question survey with basic logic and a mix of question types
• Contacts provided by the Ministry
• Vendor to field survey using an online survey software meeting Ministry data security and privacy requirement and send the survey link via email
• Vendor to make all efforts to maximize response rate with no incentives offered for completion
• Vendor to clean, anonymize, and tabulate the data.
