The vendor is required to provide third-party global payroll services.
- Operating as a global aggregator or an in-country provider, will perform/provide EOR services, international payroll processing, tax and compliance support, and related HR/payroll administrative services for university globally based employees.
- Objectives
• Transition to a single-vendor solution or a coordinated network of providers capable of supporting end-to-end payroll and HR compliance across all countries where university employs or contracts personnel and:
• Ensure full legal and tax compliance with local regulations in each country of operation.
• Streamline payroll processing and eliminate redundant administrative tasks.
• Provide real-time reporting, dashboards, and data integration with university internal systems.
• Improve employee experience and communication for internationally based staff.
• Reduce compliance risks and improve audit readiness.
- Compliance management
• Ensuring payroll processes align with local labor laws, tax regulations, and social insurance requirements.
- Global employer of record (EOR) services
• Acting as the legal employer for workers in countries where university doesn’t have a local entity.
- Global payroll management
• Monthly/biweekly payroll processing per country
• Calculating wages, taxes, contributions and deductions, and ensuring employees are paid accurately and on time.
• Ability to mitigate risk of fines and penalties due to mismanagement of payroll
• Net-to-gross calculations
• Pay slip generation and distribution
• Paying employees in local currencies while managing exchange rates.
• Manage all aspects of employment termination in each country, including the accurate calculation of severance payments and full compliance with local notice requirements and labor laws.
- Employee benefits administration
• Managing statutory benefits, pensions, healthcare, and other region-specific allowances in accordance with local laws.
- Regulatory compliance & reporting
• Local tax filings and remittances
• Handling tax withholdings, social contributions, and filing reports with local authorities
• Statutory reporting to government agencies
• Year-end statements (e.g., p60, 1099 equivalents)
• Detailed pay slips
- Data security & compliance
• Ensuring secure payroll data handling and compliance with global data protection regulations (GDPR), cui standards, in-country privacy laws, and other applicable data protection laws.
• Compliance with university information technology standard terms and conditions
- HR & workforce support
• Offering tools for managing employee data, contracts, time tracking, and leave policies.
• Onboarding & employee lifecycle support
• New hire registration and onboarding
• Local benefits administration (if applicable)
• Termination processing and off boarding documentation
- Scalability
• Ability to scale up or down service as workforce changes.
- Customer service
• Provide 24/7 customer service with specified response times for different severity levels, multiple support channels, and support in all languages relevant to university international operations.
