The Vendor is required to provide legal services for public finance and affordable housing development and acquisitions.
- Provide affordable homes and services to more than 60,000 low-income county, including over 17,000 families housed through the housing choice voucher program (HCVP), 4,200 living in 19 public housing and tax credit developments, and an additional 716 in project-based voucher developments around the city.
- The property of agency and its affiliates and subsidiaries is used for essential public and governmental purposes, and its property is exempt from all taxes, including sales tax on all its purchases of supplies and services.
- Provide specialized consultation and legal advice in the area of Public Finance and in the development and acquisition of public and affordable housing which includes but is not limited to:
• Structuring business deals to develop and acquire public and affordable housing, including general partner interests, new construction, and existing developments;
• Facilitating the development and acquisition of public and affordable housing through innovative financing mechanisms that leverage development funding and a range of other federal, state, and local sources, including but not limited to grants, tax credits, and tax-exempt bonds;
• Creating appropriate legal entities as affiliates or subsidiaries of agency to facilitate the development and acquisition of public and affordable housing;
• Determining the legal/economic/political feasibility of obtaining or constructing potential developments;
• Providing legal advice and representation of agency in administrative hearings;
• Engage with necessary third parties on agency behalf;
• Demonstrate efficient management of assignments and timely legal support;
• Providing regular status reports on the progress of the matters assigned to the firm;
• Identify and immediately notify agency of any potential conflicts of interest which may arise during the period of performance, and undertake the necessary immediate steps to eliminate the source of the potential conflict to the satisfaction of agency;
• Draft and review contracts, policies, and other legal documents related to public finance and affordable housing development and acquisitions services when needed;
• Providing any additional legal services as mutually agreed upon by both parties; and
• Legal services may be requested by agency president and CEO, agency general counsel, or their designees.
