The Vendor is required to provide for the overall administration of the program, while direct legal services to older individuals are funded at the local level through the county.
- Provide to operate a program under which certain supportive legal assistance services (i.e., legal advice and representation, including representation in court, related to income, health care, long-term care, nutrition, housing, utilities, protective services, defense of guardianship, abuse, neglect, and age discrimination) will be provided to county residents age 60 and over ("60+ seniors").
- That services be targeted to older individuals of greatest social and economic need, especially low income and minority individuals, to protect their rights and assist them in meeting their basic needs, including maintaining their housing or tenancy; accessing benefits and entitlements for which they are eligible; and providing mediation, legal advice and counsel on matters related to insurance, disability, scams, discrimination, etc.
- Case priorities that will best meet the needs of the targeted groups broadly include legal issues related to income, health care, long-term care, nutrition, housing and utilities, defense of guardianship, abuse, neglect and exploitation, and age discrimination and preserving personal autonomy.
- Services must be provided at a location that is the most convenient for each participant of the program. This includes, but is not limited to the residence of the participant, outreach locations, and/or institutions (i.e. nursing homes, hospitals, rehabilitation centers, etc.) located within county.
