Legal Consulting Services

The vendor required to provide egal consulting services to support review, drafting and revision of the special education administrative rules (ed 1100), which expire in 2027.
- Requirement:
•    Consultant must support all phases of the rulemaking process for the revisions and updates to the ed 1100 rules, including research regarding necessary update and revisions required due to a change in law; revise rules to revise current processes and procedures recommended by the consultant for improve operations of the state’s monitoring and oversight of the lea’s provision of services to students with disabilities and special education dispute resolution processes. 
•    Required services may include legal research, ensuring that the rules are drafted and revised on a timeline that will permit approval by the state board to avoid inadvertent expiration of the rules, drafting and revisions to the administrative rules to be included in the initial proposal, and attendance at public hearings.
