General Counsel Services

The Vendor is required to provide general counsel services.
- Legal counsel to represent the corporation on matters pertaining to preparation of corporate policies and resolutions, relevant laws pertaining to public authorities, and representation at corporation meetings.
- The corporation’s mission is to enable a protected, flexible source of capital to create and preserve safe, affordable, and attractive housing opportunities for current and future city residents.
- Objectives
•    Address housing market & housing affordability outcomes as identified in the Syracuse Housing Study and related plans.
•    Remediate mounting disinvestment and deferred maintenance in the City's housing stock.
•    Provide residents thereof with safe, secure, affordable living conditions.
•    Attract new residents.
•    Promote economic development and enhance the real property tax base in the City.
- Homeowner Renovation Program (opening March 2026): The Homeowner Renovation Program will provide grants and loans to homeowners to fund permanent improvements that increase the value, functionality, and aesthetic quality of the home.
- Landlord renovation program (opening summer 2026): The landlord renovation program will provide grants and loans to landlords to fund permanent improvements that increase the value, functionality, and aesthetic quality of the home, while maintaining affordable housing options for tenants.
