The Vendor is required to provide legal services on an as-needed basis.
- Provide legal services to the agency primarily in the areas of tenant enforcement, unlawful detainer actions, litigation defense, regulatory compliance and risk management.
- Unlawful Detainer & Lease Enforcement
• Prepare and review statutory notices (e.g., 3-day notices, 30-day notices, termination notices, cure or quit notices, non-payment notices, and related documents.
• File and prosecute unlawful detainer actions through judgement, including settlement negotiations, court stipulations, trial, and post-judgement enforcement.
• Advise staff regarding requirement and proceedings.
• Ensure compliance with applicable HUD grievance and due process requirements
- Tenant Disputes
• Provide legal advice regarding tenant disputes, lease violations, and enforcement strategies.
• Advice on reasonable accommodation requests.
• Provide guidance regarding fair housing compliance.
- Civil Litigation & Claims Defense
• Represent the agency in civil litigation arising from tenant-related matters, including but not limited to claims involving habitability, personal injury, discrimination or wrongful eviction
• Prepare and response to demand letters and pre-litigation claims.
• Coordinate with the City Attorney’s Office regarding tort claims and other claims requiring review or action by the City.
- Risk Management & Advisory Services
• Provide legal advice to staff to minimize exposure.
• Review policies, lease language, and enforcement procedures upon request.
• Advise on compliance with state laws and the Richmond Rent Program.
• Advise on federal housing regulations.
