The Vendor is required to provide general counsel services for include:
• Provide legal opinions and advice to the city regarding federal and state litigation, employment and civil service laws, transparency and sunshine laws, state and local legislative processes, home rule charter, municipal government and state law, law enforcement legal issues, and ethics law;
• Draft legal documents at the direction of the police monitor;
• Advise the city of applicable and relevant provisions of the state constitution, laws, regulations, city charter requirements, civil service commission rulings, court rulings and of any significant changes and developments in same as regards the city responsibilities and make recommendations to the city regarding such matters;
• Advise and represent the city on employment and civil service matters.
• Advise and represent the city on threatened, anticipated and pending litigation;
• Advise the city of major developments and of material legal issues that arise while providing legal services;
• Provide legal opinions and advice to the city regarding federal and state litigation, employment and civil service laws, transparency and sunshine laws, state and local legislative processes, home rule charter, municipal government and state law, law enforcement legal issues, and ethics law;
• Perform all other services and obligations as set forth by city.
• The city must be able to receive these accounts confidentially and securely in a timely manner – and there may be a demand for these services outside of traditional business hours.
• Police misconduct could occur at night or on the weekends, and it is vital the city is available to receive these accounts quickly in order to act on possible concerns regarding safety or retaliation.
