The Vendor is required to provide to lead a comprehensive bond feasibility study to evaluate the timing, scope, budget, and public support for a potential future capital construction bond.
- Objectives
• Develop scenarios for potential capital bond ballot measure.
• Guide and facilitate internal and community committees.
• Develop and execute a comprehensive public engagement strategy.
• Produce analysis, materials, and recommendations on bond size, school boundaries, school viability, timing, scope, and likelihood of passage.
• Support the District in preparing for a potential Board decision to refer a bond measure.
- Project Management & Coordination
• Project leadership, management, and coordination.
• Detailed project work plan with deliverables and decision points.
• Other services necessary for a comprehensive feasibility study which may include cost consulting, conceptual programmatic design services, site acquisition scenarios, etc.
• Coordination meetings and monthly updates.
- Committee Facilitation
• Facilitation of Bond Steering Committee and CAC meetings.
• Preparation of agendas, materials, presentations, and summaries.
- Public Engagement Strategy & Implementation
• Coordination of public engagement plan and outreach strategies.
• Coordination of community meetings, workshops, and surveys.
• Coordination of public-facing materials and engagement summaries.
- Bond Package Development
• Development of bond scenarios including size, tax rate implications, and project categories.
• Recommendations for final package components that may include school consolidation, school closure, school replacement, boundary changes, school expansion and capital improvements.
