The Vendor is required to provide legal analysis, advice, and recommendations on an as-needed, project-by-project basis on state-wide public finance issues, including, but not limited to, the following:
• Ongoing developments in the municipal and financial markets and related industries;
• Regulatory and compliance matters, including securities, tax, and other applicable law;
• Disclosure practices, including continuing disclosure matters;
• Transparency activities, including agency publications and website content;
• Federal law and tax matters, including post-issuance compliance, tax, and other applicable law including arbitrage, change of use, and audits;
• The structure and use of derivatives, swaps, or other finance instruments;
• State or local debt issuance;
• Legislative matters affecting state finance matters;
• Specialized public finance matters, including matters such as liquidity, pension funding, disaster relief, charter schools, and special districts; and
• Any other matters related to state finance matters.
