The Vendor is required to provide legal documents services for include:
- Registration, licensing, and bonding requirements
• Maintain a verified certificate of registration as a process server with the county clerk in their county of residence or principal place of business, as required by state business and professions code § 22350(a).
• Corporations or partnerships deriving compensation from service of process in state must also register as process servers in their principal county.
• Maintain a $2,000 bond executed by an admitted surety insurer or deposit the equivalent cash amount if unbounded.
• Ensure continuous registration with no gaps in certification; renewals may occur up to 60 days prior to expiration.
• Ensure all proofs of service include server registration number and county, consistent with judicial council form pos‑010 and CCP § 417.40.
- Service of summons and complaint
1. Reasonable diligence for substitute service
• Attempt personal service at least three times, on three different days, and at three different times, in good faith.
• County may add local rules requiring specific times of day or weekend attempts.
2. Photographic evidence and metadata
• Process servers must use devices that automatically record date, time, and GPS (or equivalent) coordinates when taking photos.
• Provide one or more photographs showing the site of each attempt or effectuation of service, with readable metadata stamps.
• If GPS is unavailable, server must provide a detailed written explanation on or with proof of service.
3. Safety exemptions
• Photos are not required if the server reasonably believes taking them would compromise safety; the server must provide a detailed written safety justification.
4. Documentation transmission and retention
• All photographs, metadata, statements and explanations, and related records with the proof of service or with the non-service declaration.
• Vendor must comply with county data retention schedule (to be defined in final contract).

• All proofs of service are completed in accordance with state code of civil procedure §§ 417.10–417.40.
• All proofs of service of summons include adequate space and detail for listing all documents served, consistent with anticipated updates to judicial council form pos‑010.

• Narrative notes on observations relevant to service attempts.
• Documented diligence to support requests for substitute or alternative service.

• Devices that automatically capture metadata on photos.
• Secure systems for transmitting documents and evidence to the county.
• Ability to store, retain, and produce service evidence consistent with county requirements.
- Compliance, quality, and oversight
• Ensure all staff are trained in applicable laws and safety requirements.
• Maintain internal quality controls ensuring statutory compliance.
• Cooperate with country audits, corrective actions, and performance evaluations.
• Accept that proof of service not meeting statutory or contractual requirements will not be compensated.
