Interim City Attorney Services

The Vendor is required to provide attorneys for Interim City Attorney services.
- General legal services to include:
• Attendance at city council meetings;
• Review and comment on city council agenda items referred by the city manager;
• Research, preparation, or review of routine opinions, ordinances, resolutions, standard city template-based agreements, public works contracts and other routine documents of a legal nature necessary or requested by the city manager or city council;
• Respond to requests for legal advice from city council members, city manager, department heads, and other designated personnel as appropriate;
• Monitor and advise the city council and city staff of legislation and case law affecting the city;
• Provide recommendation and advice to the city manager for the retention of special outside legal counsel, at the discretion of the city manager;
• Monitor activities of any special outside counsel retained by the city;
• Provide conflict of interest assistance to city officials and staff and assist officials and staff in seeking advice from the fair political practices commission;
• Provide advice on issues related to the brown act;
• Review and advise on standard, non-complex/non-voluminous requests under the public records act;
• Provide legal advice and counsel to commissions and boards and attend commission/board/committee meetings as deemed necessary by the city manager or city council;
• Represent and advise the city council and all city officers in all matters of law pertaining to their offices;
• Prepare and submit quarterly litigation reports briefly outlining the status of each active litigation matter to keep the city council and city manager informed of the status of litigation involving the city;
• Provide general redevelopment successor agency advice; and
• Oversee and manage the legal affairs of the city to ensure the policies, programs, and activities of the city and its employees and agents are carried out in compliance with all applicable law and that the best interests of the city are otherwise protected to the fullest extent possible.
