The Vendor is required to provide civil and legal process services, while meeting all legal requirements.
- Services shall include, but are not limited to, personal service of summons and complaint, summons and petition, order to show cause in regards to contempt, registration of foreign support order, subpoenas, judgment debtor exam, judgment, court order after hearing, income withholding orders, court order to appear for financial evaluation, notice of hearing, petition for order of payment of costs, and all other documents requiring service of process.
- A minimum of sixty percent (60%) of service requests to be successfully served annually.
- Ensure that staff assigned to agency service requests have relevant past work experience, indicating their ability to appropriately perform the required services.
- Real-time case status information for child support cases shall include up-to-date status on individual cases, including but not limited to, the date each Service Packet was received, date (s) of attempted service, service results, and type of service performed, (i.e., personal service or substitute service).
- The secure database must be searchable at a minimum by name or case reference number.
- The secure database shall have the ability to store and track non-deliverable, and report "Bad" addresses.
- Encouraged to utilize all appropriate methods to assist with proof of identity as part of normal business practices to increase the accuracy and reliability of serves, and participation by the case participant.
- Prioritize in-hand personal delivery as a method of service and shall maximize successful personal service of process, including attempts at different times of day or night and different days of the week. If in-hand personal service is ineffective, the server may attempt drop service or substitute service, if appropriate.
- All attempts cannot be in the a.m. or all in the p.m. At least one of the three attempts must be before 8 a.m. or after 5:30 p.m., and at least one of the three attempts must be between the hours of 8 a.m. and 5:30 p.m. or on Saturday or Sunday at any time.
