The Vendor is required to provide a proven track record in advocacy/lobbying at the Federal level to assist in developing and successfully pursuing its legislative priorities.
- The primary focus of the federal legislative advocate is to assist agency to influence legislation, advance agency interests before congress, federal representatives, federal agencies, related stakeholder groups, identify and help secure funding and apply for competitive grants, earmarks, and other discretionary funding.
- Monitoring – Consultant shall serve as a reliable and consistent conduit of information to and from the Senate and House of Representatives; monitor and provide regular reports, both orally and in writing, on current legislation, the federal budget process, or any congressional events that may directly or indirectly impact agency and/or member agencies.
- Bill Tracking – Consultant shall obtain and monitor all bills, resolutions, files, journals, histories, etc. As such, copies of all bills and amendments that are determined to have an impact on the legislative and regulatory interests of the agency should be forwarded to agency.
- This may be accomplished through personal discussions with congressional delegation, committee consultants and agency representatives, direct lobbying of legislators, meeting with federal agencies and other interest groups represented at the federal level, testifying at appropriate policy, committee and agency hearings, orchestrating statements of legislators, prepare and send letters notifying appropriate officials and agencies of agency position.
- Coordination of Legislative/Regulatory Efforts - Consultant shall work with agency in the coordination of a legislative/regulatory program, which includes the development of legislative/regulatory positions and platforms as well as drafting proposed legislation when appropriate.
- The Consultant shall strive to coordinate agency perspective with other associations as appropriate.
- Design and implement a strategy, in consultation with agency staff to raise awareness of issues relating to agency interests with congressional leaders, federal agencies, and broaden and improve direct communication of agency Policy Board with federal leadership.
- Prepare monthly updates highlighting relevant legislation, regulatory changes, and budget information.
