The Vendor is required to provide outside legal services related to a wide array of legal issues.
- Intergovernmental coordination, including providing legal support related to interactions with other government entities such as federal, state, and local government agencies and authorities and host communities, including drafting and negotiating PILOT agreements, developing and implementing Host Community Benefits packages and agreements, drafting and negotiating memoranda of understanding (MOUs), reviewing Office of Renewable Energy Siting/94-C documents, intervenor funds.
- Examples include environmental law and permitting (State and Federal), taxation, insurance, intellectual property, regulatory matters (State and Federal), and others.
- It is encouraged that proposals expound on an ability to provide comprehensive legal services associated with any one category, or in the alternative, describe a highly specialized level of expertise in a much focused area of practice.
- Government procurement and contracting; state incentives programs, including development, issuance and management of solicitations, contracting, and compliance with state procurement requirements.
