The vendor is required to provide of consulting services in the cardiovascular program, including physician recruitment, quality assurance and performance improvement program, physician development, guidance in the establishment of a cardiovascular service line, along with program enhancements and conducting data abstraction and registry.
1. Quality assurance and performance improvement program
• Participate with upstate with continuing the refinements of the formal quality improvement plan.
• This includes continued development and implementation of mutually agreeable metrics with designated benchmarks, based on best national practices.
• Participate in quarterly morbidity and mortality (“M&M”) conferences with upstate for interventional cardiology (cardiac catheterization lab), electrophysiology lab, cardiac surgery, and incorporate components of extra corporeal membrane oxygenation (“ECMO”) standards as appropriate in all M&M reviews. other operational areas included in this request are the: operating room (“or”), intensive care unit (“ICU”), inpatient floors, emergency department (“ed”) and outpatient services.
• Provide accurate data abstraction for all quality meetings
• Provide consultative service in any of the above areas, as requested.
• Participate in the up-state’s peer review process pursuant to state mandated peer review process and in accordance with the up state's medical staff bylaws.
2. Physician development (including established initiatives and new programs)
• Access to medical lectures or conferences held at contractor’s facility subject to applicable selection and attendance criteria. continuing medical education (“CME”) credits may be issued to upstate physicians and employees who participate in conferences and who are eligible to receive them in accordance with applicable requirements
• Upstate employed physicians will have access to information about new techniques and technologies offered at contractor’s facility that contractor makes available to participants within a consulting agreement.
• Subject to contractor approval and meeting all eligibility requirements, this may include the opportunity to be proctored in correct and new procedures at contractor’s facility.
• Contractor faculty will obtain privileges at upstate and will proctor new techniques and technologies in the hospital’s clinical setting when requested.
• Access to research opportunities and ability to participate in clinical trials, as determined by contractor.
• Training provided to physician assistants and other ancillary personnel in accordance with a mutually agreed upon schedule.
3. Consultation and program enhancement
• provide input into the quality assurance and performance improvement program and utilize proven methodologies and quality outcomes monitoring techniques.
• Provide accurate data abstraction on which to build quality review of cases and programs.
• Evaluate clinical skill, research interest, and ongoing training in current procedures for physicians.
• Evaluate tools used for monitoring and reporting outcomes data.
• Provide input into practices that have bearing on the quality of patient care.
4. Physician strategy and business development assessment
• Contractor will help upstate evaluate opportunities for building partnerships within the network (hospitals, outpatient centers, physician practices and surgery centers, and referral network).
• Contractor will work with upstate to aid ongoing recruitment activities with third parties as agreed upon by the parties
• Contractor will collaborate with upstate to assess if a potential relationship is feasible and, if so, what it would require in effort to facilitate the discussions moving forward.
• Recommend future objectives that would be necessary to support the program going forward to adapt to future clinical trends.
• Make recommendations for targeted improvements for clinical and or business development.
• Contractor will partner with upstate in providing transformational leadership to enhance the culture of strategic change.
