The vendor is required to provide professional services for project management and historic rehabilitation of WWII classroom building include:
• Construction oversight ensuring compliance with the secretary of the interior’s standards for rehabilitation
• Coordination with contractors and city project staff
• Submission of all required documentation via nr-tigers portal
• Preparation of reimbursement documentation and quarterly reports
• Pre-construction meetings and milestone inspections
• Final inspection and closeout report support
- Roof repair work shall include:
• Removal of all damaged shingles, underlayment, and sheathing.
• Full repair of all water-damaged rafters and structural elements.
• Replacement of damaged asphalt shingles that are compatible with current shingles.
• Repairs from additional damages sustained during hurricane Helene on September 27, 2024:
o Full repair of water-damaged rafters and structural elements, and removal of all damaged shingles, underlayment, and sheathing at the collapsed eve at the front of the building.
o Full repair of sagging eves on the southwest and northwest corners of the roof.
c. Repair of damaged trim along the northeast side of the building. - Window repair work shall include:
• Stabilize and repair rotted window framing, sashes, and sills when feasible.
• Replace deteriorated windows beyond repair with in-kind materials that match appearance, size, and proportions.
• Replace glass in select windows
o 12 windows to be completely replaced, including new glass, sashes, and sills.
o 22 windows to receive repairs only to frames, sashes, and sills (no replacement of glass or wood).
• Apply new glazing and putty to all windows and repaint all windows.
• Additional storm damage from hurricane Helene includes three windows on the southwest side to be completely replaced using in-kind materials.
- exterior repairs:
• Repaint the exterior of the classroom building.
• Repair or replace damaged doors and door frames:
o Eight (8) exterior doors require repair and repainting (frames intact).
o Three (3) roll-up doors require repair and repainting, including frames.
o One (1) door and frame require full replacement with in-kind material.
• Address storm-related damages from hurricane Helene:
o Replace two (2) blown-in roll-up doors and frames on the front elevation.
o Repair a storm-damaged roll-up door and frame on the rear of the building.
o Repair or replace (in-kind) damaged fascia boards (south elevation) and siding (east elevation).
- Interior repairs:
• Repair widespread water-damaged plaster.
• Repair or replace interior doors and frame:
o Three (3) interior door and frame assemblies require full replacement (two are currently missing).
• Replace water-damaged window trim and baseboards.
• Replace damaged or inoperable bathroom fixtures (sinks, toilets, urinals, and plumbing).
• Replace outdated or non-functional electrical wiring.
• Infill concrete flooring in three areas within the aircraft room where walls have been removed. - HVAC repairs:
1. Replace the out-of-service HVAC unit and associated ductwork.
o New installation must minimize visual and material impact to historic elements.
o Any visible ductwork must be painted to match surrounding walls and ceilings.
