Wireless Telecommunications Consultant Competitive Contract Services

The vendor is required to provide a telecommunications consultant for up to a five (5) year term of award, well versed in municipal process and application reviews for 5g expansion in agency.
- The consultant will be reliable in performing application and other consultant related tasks on behalf of the borough in interacting with cellular telecommunications companies requesting permits to expand their 5g network.
• Reviews of application and drawing submissions, right of way agreements, fiber applications
• Ordinance review and recommendations including direction on use of utility poles and smart poles
• Site audit and market valuation
• Recommendations for improvement of communications
• When needed, bid package creation for a permanent or temporary communications tower, renewals or new tenants at existing tower(s)
• Negotiating contracts with existing and potential future tenants
• General telecom advisory consulting
- Review and make recommendation for pending ordinance “an ordinance establishing procedures and standards regarding deployment of small wireless facilities in the public rights of way in agency
- Act on behalf of agency in response to applications for 5g service submitted under agency ordinance.
- Be available for meetings with administration, engineering and planning staff or the governing body to provide for direction in response to applications or general telecommunication 5g build outs.
- Review and provide direction on existing utility poles and proposed smart poles.
- Provide for consulting at the request of the borough on case-by-case basis as required for areas outside of the application process if requested.
- Make recommendations for improvements of communications.
- Site audits, market valuations, back rent and penalty negotiations
- Facilitating and creating bids related to the sale and other monetization of assets, lease rights easements under telecom infrastructure.
- Billing and rates
• Activity log reflecting activity and billing in ¼ hour increments
• Provide for detailed travel if any.
• Provide for monthly billing statements broken out by project and applicant for ease of review in paying through escrow.
- Contract Period/Term: 5 years
