The vendor is required to provide project management services to oversee the design and construction of a pedestrian bridge across the salmon river at the Fundy discovery site.
1. Project planning and coordination
• Review and validate project plans, schedules, and construction methodologies.
• Ensure alignment of scope, budget, and timeline with client and stakeholder expectations.
• Facilitate coordination between the client, contractor, consultants, utilities, and regulatory bodies.
• Facilitate and advise on the issuance of bonds.
• Coordinate issuance of a performance bond and a labor & materials bond and re-issuance of bonds if required due to substantial change to project cost.
2. Schedule management
• Monitor the construction schedule to identify delays or risks.
• Ensure milestones are achieved and report immediately on schedule deviations.
• Recommend recovery plans to address delays in the project schedule.
3. Budget and cost control
• Oversee cost estimates and track actual vs. budgeted expenditures.
• Evaluate and validate contractor progress payments, proposed change orders, and other variations.
• Advise on cost-saving and value engineering options without compromising project safety or quality.
4. Quality control and assurance
• Implement and monitor quality control systems.
• conduct or oversee independent inspections, material tests, and audits. allowances for material and inspection tests shall be explicitly stated in the proposal, and shall include: pile driving analysis (PDA), compaction testing, and any other geotechnical or structural testing determined necessary by the proponent.
• Ensure compliance with all applicable engineering standards and specifications.
• Ensure construction activities are planned to minimize impacts on residents, staff, visitors and site operations.

5. Risk management
• Identify construction, environmental, financial, and contractual risks.
• Develop mitigation strategies and ensure proactive management.
• Coordinate risk management meetings and maintain a live risk dashboard.
6. Occupational health and safety (OHS), and environmental compliance
• Monitor contractor ohs performance against legal and project-specific requirements (ohs).
• Conduct regular site inspections and audits.
• Recommend corrective actions to mitigate safety and environmental breaches.
7. Contract and compliance oversight
• Ensure all work complies with the terms of the CCDC contract as well as municipal, provincial, and federal regulations and permit obligations.
• Support dispute resolution between parties.
• Track and ensure delivery of contractual obligations.
8. Stakeholder communication and reporting
• Act as the primary point of contact between the contractor, client and other stakeholders.
• Prepare monthly progress reports.
• Provide transparent and objective updates to funding bodies, government agencies, and the public (if required).
9. Change management
• Review proposed change orders for impact on schedule, cost, and quality.
• Ensure formal approval and documentation of all changes.
• Maintain version control of plans, specifications, and documents.
10. Commissioning and close out
• Oversee final inspections, deficiency lists, and compliance certifications.
• Ensure all documentation, including as-builts, O&M manuals and inspection schedules, are delivered.
• Support the final handover process and project close out.
• Assist the municipality in setting up processes to administer the warranty phase of the project.
• Provide proof of substantial completion.
• Coordinate the return of contract securities after project completion.
